Seattle Requires Electrical Service Providers to Comply with PEARL Standards

Electrical reconditioning standards ensure safety while aligning with the city's sustainability policies

The City of Seattle has become one of the first major metropolitan areas to include electrical reconditioning standards developed by the Professional Electrical Apparatus Recyclers League (PEARL) as a requisite for new electrical testing, assessment, and remanufacturing services.

Early this month, the city announced it was seeking to contract for electrical testing, assessment, and remanufacturing services. The invitation to bid specified that officials in Seattle were looking to obtain “standardized, qualified services” from a PEARL member – and in doing so it affirmed the city’s confidence in PEARL’s reconditioning standards. The city anticipates spending up to $500,000 per year for the services.

“Seattle’s requirement that vendors have PEARL certification reflects the high levels of quality and safety ensured by our electrical reconditioning standards and the hard work of our corporate members that helped develop the standards,” says Stephen Reames, owner of Oregon Breakers, Inc., and recently elected PEARL president. Seattle’s decision follows the Canadian Standards Association’s recent decision to reference PEARL reconditioning standards in its CSA Z463 Guideline on Maintenance of Electrical Systems.

The RFQ speaks to the continued growth of the remanufacturing industry in two important ways. It reflects an increasing demand for electrical remanufacturing services as organizations seek to maximize the return on their assets. At the same time, it recognizes that remanufacturing aligns with Seattle’s sustainability policies, which officials have been actively working to develop and implement – and which residents have welcomed and embraced.

“We expect that other cities are likely to follow the lead of Seattle as the demand for remanufactured goods grows and sustainability policies similar to Seattle’s are put into place,” Reames adds. “Just as important, PEARL expects to announce very soon that the American National Standards Institute [ANSI], the premier standards development organization in the U.S., has approved our application to become an ANSI Accredited Standards Developer. While there is still much work to be done, we expect that the ANSI stamp of approval will go a long way toward helping PEARL educate the public on the benefits of standards-based electrical reconditioning and remanufacturing.”

Young Marines Meet Living History During Navajo Code Talkers Day

More than 100 members of the Young Marines traveled to Window Rock, AZ, to be part of Navajo Code Talkers Day. The Young Marines not only met code talkers, they participated for three days acting as escorts for the very special Word War II veterans.

More than 100 youth members of the Young Marines traveled to Window Rock, AZ, to be part of Navajo Code Talkers Day which was Wednesday, Aug. 14. Twenty four veteran Navajo code talkers attended.

Every year since 2006, Young Marines from across the country gather in Window Rock, AZ, to honor and give praise to the Navajo code talkers from WWII. The Young Marines’ theme for 2013 was “Teaching Today’s Youth about Yesterday’s Heroes.”

“It was a privilege to educate the Young Marines about the role of the Navajo code talkers and give them the opportunity to meet these living heroes,” said Michael Smith, coordinator of Navajo Code Talker Day and son of Samuel Smith, Navajo code talker.

The Young Marines not only met code talkers, they participated for three days acting as escorts for the very special veterans. They also cleaned up Veteran’s Memorial Park, attended a class about the Navajo code talkers, set up flags and marched in the Navajo Nation parade as well as provided gifts for the Navajo code talkers and their wives. The Navajo Nation put on a cultural class especially for the Young Marines, and the next day, the Young Marines visited the Navajo Nation Zoo and the Navajo Museum.

“It’s rare to meet people who have had such an impact on our lives,” said Brenda McNulty, Unit Commander, Mountain View unit of the Young Marines and organizer of the event. “These men are more than just WWII heroes. They are dear friends to the Young Marines.”

Top secret

During the early months of WWII, Japanese intelligence experts broke every code the U.S. forces devised. They were able to anticipate American actions at an alarming rate. With plenty of fluent English speakers at their disposal, they sabotaged messages and issued false commands in order to ambush Allied troops.

To combat this, increasingly complex codes were initiated. At Guadalcanal, military leaders complained that sending and receiving these codes required hours of encryption and decryption—up to two and a half hours for a single message. They rightly argued the military needed a better way to communicate.

World War I veteran Philip Johnston suggested that the U.S. military develop a code based on the Navajo language which was unwritten. The son of a missionary to the Navajos, Johnston was one of the few non-Navajos who spoke their language fluently.

Johnston had been brought up on a Navajo reservation, and he knew that many Navajo words have different meanings depending on context. Once he demonstrated to the Marine Corps how effective a Navajo-based code would be in thwarting intelligence breaches, the Marines set out to sign up Navajos as radio operators.

In 1942, 29 Navajos ranging in age from 15 to 35, created the first U.S. military code based on their indigenous language. It started with a vocabulary of 200 terms but tripled in quantity by the time World War II ended. The Navajo code talkers could pass messages in as little as 20 seconds.

The code was so complex that not even native Navajo speakers could comprehend it. The code also proved unique, because once they were on frontlines of the war, the Navajo soldiers weren’t allowed to write it down. Everything was memorized.

During the first two days of the Battle of Iwo Jima, the code talkers transmitted 800 messages with no mistakes. Their efforts played a key role in the U.S. winning the Battle of Iwo Jima as well as the battles of Guadalcanal, Tarawa, Saipan and Okinawa.

In 1942, there were about 50,000 Navajo tribe members. As of 1945, 540 Navajos served as Marines, 420 as code talkers.

The Navajo soldiers’ unbreakable code saved thousands of lives and helped end WWII. The Navajo code talkers may have been World War II heroes, but the public didn’t realize it, because the code remained a top military secret for decades following the war.

The Navajo code talkers’ contributions to the U.S. military during World War II became better known with the release of the 2002 movie, “Windtalkers,” starring Nicolas Cage. Although the movie received mixed reviews, it exposed the public to World War II’s Native American heroes.

Matthew Slater, had an opportunity to experience a living part of our national history,” said Joanne Slater, parent of a Douglas County Young Marine. “These are memories that he will be able to share with his family and friends and someday maybe even his own children.”

“I have two grandfathers who served in WWII, so I have always been interested the war’s history,” said PFC Carson Hague, Douglas County Young Marines and a 7th grader at Ave Maria Catholic School in Parker, Colorado .

“I also have a second cousin who is a Navajo Indian. The Navajo Code Talker Day was the perfect opportunity for me to explore not only part of my own family history but also a rare opportunity to meet with the few WWII Code Talkers that remain. Also, I got to meet many Young Marines for around the country.”

“I will always remember this trip. It changed my life,” said Young Marine PFC Noah Anderson, Douglas County, Aurora, CO, Young Marines.

“The reason I enjoyed the weekend was seeing the smiles on the Navajo code talkers faces and letting them know how much they are still appreciated,” said YM LCpl Xander Tamblyn, 9, Mountain View, Highlands Ranch, CO, Young Marines.

The Young Marines is a national non-profit 501c(3) youth education and service program for boys and girls, age eight through the completion of high school. The Young Marines promotes the mental, moral and physical development of its members. The program focuses on teaching the values of leadership, teamwork and self-discipline so its members can live and promote a healthy, drug-free lifestyle.

Since the Young Marines' humble beginnings in 1959 with one unit and a handful of boys, the organization has grown to over 300 units with 10,000 youth and 3,000 adult volunteers in 46 states, the District of Columbia, Germany, Japan and affiliates in a host of other countries.

Earl Ofari Hutchinson: President Obama Lays down Gauntlet Again to Congress with Gun Control Executive Orders

The NRA and key GOP congressional leader's response to President Obama's new round of unilateral executive orders on gun control was as predictable as the sun rising in the Sahara Desert in August. The NRA thundered that they are useless, unconstitutional, and won't do a thing to keep guns out of the hands of criminals. The response from GOP congressional leaders was just as predictable: stone silence.

Obama's new executive orders that bolster the nearly two dozen executive orders he issued last January zero in on tougher background checks and more stringency in restricting the reimporting of guns back into the U.S. from abroad. The background check requirement was the deal breaker back in March when the Senate slammed the door on Obama's and the Senate Democratic leadership's gun control proposals supported by a handful of key Republicans.

The new background requirement is not universal. It is limited to choking off the use of trusts and/or corporations as fronts to buy guns from while evading any background checks. This is not insignificant. The ATF got nearly 40,000 requests last year for transfers of guns to trusts or corporations. How many of these weapons end up in the hands of criminals, or are used in gun related violence is anyone's guess in the absence of tighter checks over who the corporations or trusts sell the guns to.

Obama took the current action as he did last January for two reasons. One is the spectacular and grotesque mass killing last year in Aurora, Colorado and Newtown, Connecticut. This go round there's the equally heart wrenching murder in Duncan, Oklahoma, the continuing murder plague in Chicago, and other high profile senseless multiple gun related killings. The second reason is just as compelling. Congress will be back in session in September and by plopping a tougher background check requirement back on the political table, Obama has in effect laid down the gauntlet again to Congress and by extension the NRA.

This is crucial. The new executive orders, as the older ones, do not strike to the heart of how to stop a future mass killing as in Colorado or Connecticut or a brutally senseless killing as in Oklahoma. That's still Congress's job. The key congressional leaders that have pushed for more stringent gun control provisions have not totally thrown in the towel. The problem though is how to get conservative Democrats to back those provisions. That job is even tougher given that several that bolted last time and opposed the Senate gun control provisions face strong reelection fights in 2014.

Still, polls continue to show that the majority of Americans support stronger bans. In the decade since the expiration of the assault weapons ban, Congress has had ample chance to enact a slew of gun control curbs that would have compelled legal gun owners to store guns in a tamper-proof safe and secure enclosure, bar anyone undergoing or referred to treatment for mental or emotional disorders from purchasing or having direct access to guns, and clamping an absolute ban on the sale of assault weapons. These and other measures were repeatedly introduced in Congress and just as repeatedly buried before they ever reached the House or Senate floor.

Obama's proposed executive orders touch on many of the measures that the dogged handful of congressional gun control proponents has pushed for in the past. But they don't have anywhere near the wallop that congressional gun control laws would pack. The NRA is well aware of that. It knows that the name of the game on gun control is Congress. It has plowed millions into a well-financed, well-honed machine to lobby, harangue, threaten, and intimidate gun control advocates in Congress, and to try and defeat pro-gun control candidates. It has played watchdog over judicial appointments and moved quick to torpedo the confirmation of any judicial appointee who gives even the vaguest hint that he or she would be likely to issue a ruling upholding a gun curb. This has paid dividends. Time and again, state, and federal appeals courts and the Supreme Court have overturned city and state gun control laws.

Obama's executive orders thrusts him squarely back into the center of the gun control battle. This amounts to a frontal challenge to Congress to seriously debate the need for gun control legislation. The next round in that debate will be just as fierce, contentious, and the NRA will again spew its bogus argument that gun control bans won't reduce gun violence. The NRA will also saber rattle vulnerable Democrats and wayward Republicans that they'll target them for defeat by dumping bushels of campaign money into their opponents kitty if they don't tow the NRA line. But there's no turning a blind eye to the gun carnage that has torn the nation, and neither should Congress. Obama's gun control executive orders are a strong reminder of that.

Colorado Rural Health Center’s iCARE Rural Diabetes Collaborative Kicks Off Year Two

The Colorado Rural Health Center, Colorado’s State Office of Rural Health, began year two of a three year –$1.5 million grant awarded last September from the Colorado Department of Public Health and Environment’s (CDPHE) Cancer, Cardiovascular Disease and Pulmonary Disease Grant Program.

With this funding, the Colorado Rural Health Center (CRHC) was able to expand its Improving Communication and Readmission (iCARE) program through the implementation of the iCARE Rural Diabetes Collaborative. In partnership with the Southeastern Colorado Area Health Education Center (SECAHEC), the Collaborative employs a number of direct and indirect delivery strategies tailored to improve diabetes outcomes in rural Colorado. Specifically the program was expanded to include provider-based Rural Health Clinics affiliated with the hospitals that were already participating.    

Jen Dunn, Director of Programs, overseeing the project says the expansion to include Rural Health Clinics is crucial because they are often the only health clinic in the county providing primary care services. “Rural Health Clinics have to be able to provide high quality care with fewer resources which makes it imperative to ensure clinical processes are efficient and effective.”

The CRHC began the iCARE program in 2010 in response to heightened scrutiny nationally and statewide on hospital’s avoidable readmission rates and lack of initiatives addressing this issue from a rural relevant vantage point. Rural health care providers experience unique challenges not shared by their urban counterparts including lack of access to staffing, resources, and funding. iCARE has brought together Critical Access Hospitals from across the state to focus on making improvements in three critical areas: reducing readmission rates, improving communication in transitions of care, and improving clinical processes for conditions contributing to readmissions.

Michelle Mills, Chief Executive Officer at the CRHC, says funding from the CDPHE allowed CRHC to expand the iCARE program in new ways. “This funding allowed us to expand the technical assistance available to clinics – such as process mapping and chronic disease self-management training.”

Fourteen rural communities are currently participating in iCARE representing all parts of the state from the Eastern Plains to the Western Slope, including: Del Norte, Estes Park, Holyoke, Julesburg, Kremmling, Meeker, Salida, Springfield, Walsenburg, Woodland Park, La Jara and Yuma.

Poll: Majority of Coloradans Oppose Gun Control Passed by Morse, Giron A recent Quinnipiac University poll shows a clear majority of Coloradans oppose the gun laws passed by state senators John Morse (D-Colorado Springs) and Angela Giron (D-Pueblo).

By a margin of 54-40, Coloradans oppose the laws; 40 percent of respondents believe the laws make the state less safe.

Breaking down the numbers by party, Democrats support the laws 78-16 while Republicans oppose them 89-7. Independents oppose them 56-39.

By a margin of 68-25, voters say "background checks and a limit on magazine capacity could not have prevented the Columbine or Aurora mass shootings." This is pertinent because Giron has cited the Columbine shooting as justification for her vote for more gun control.

The poll shows that the recall efforts are not popular statewide, which is not crucial at this point because the recalls are not statewide elections. The only Coloradans who will vote are those who can legally vote in Morse and Giron's districts. 

In Morse's district, more people signed the petition for a recall election than actually voted for Morse in the last election.
