In a shocking turn, Alabama's GOP won't punish someone for supporting gay marriage and a conservative congressman wants to reinstate the Voting Rights Act -- next thing you know Steve King will become self-aware. The Deep Throat parking garage will be demolished, so anyone hoping to visit the site and contemplate the sanctity of our Constitution might do so in a Qdoba Mexican Grill. And Pat Leahy will ask Eric Holder about his response to state marijuana laws. Put another way, a Vermonter wants to know where the weed at. This is HUFFPOST HILL for Monday, August 26th, 2013:

*U.S. SHAKES FIST AT SYRIA* - A case study in "Why I oughta!!!" diplomacy. AP: "*Secretary of State John Kerry says chemical weapons were used in Syria and is accusing President Bashar Assad of destroying evidence*. Ratcheting up criticism of Syria's alleged chemical weapons use, Kerry called last week's attack a 'moral obscenity' that should shock the conscience of the world. He says the U.S. has additional information about the attack and will make it public in the days ahead. Kerry says shelling the affected area afterward was not the action of a government trying to cooperate with U.N. investigators trying to assess what happened. The alleged chemical weapons attack on Aug. 21 that killed hundreds has moved the U.S. closer to military action against Syria than at any point during the bloody civil war. Syrian President Bashar Assad has denied launching a chemical attack." [AP]

'They do not need an authorization but I do hope they will come for one,' Corker, the ranking member of the Senate Foreign Relations Committee, said on MSNBC's 'Morning Joe.' 'If you look at foreign policy over the last long period of time, Congress has gotten a pass on all of these issues and the debate in Washington to me can be almost sophomoric and silly because we're not taking ownership over these decisions.'" According to ARL Now, the demolition is between 1-4 years away, as the development project will have to go through the city's site plan process. The location was given a historical marker in 2008 with a placard appearing outside the garage in 2011. According to ARL Now, the marker will remain at the site even when the garage is torn down." *GOP LAWMAKER WANTS TO RESTORE VOTING RIGHTS ACT* - If any of you want to make a record screech noise, do a spit take or let out a dumbfounded "WuuuHHHH???" now would be the time. Washington Post: "*Rep. Jim Sensenbrenner (R-Wis.) said Monday that he will attempt to replace, by the end of the year, the portion of the Voting Rights Act that was struck down by the Supreme Court. * Sensenbrenner’s comments came Monday at an event hosted by the Republican National Committee, commemorating the March on Washington. Sensenbrenner said he wants to fix the law so that it is immune to court challenges. 'The first thing we have to do is take the monkey wrench that the court threw in it, out of the Voting Rights Act, and then use that monkey wrench to be able to fix it so that it is alive, well, constitutional and impervious to another challenge that will be filed by the usual suspects,' Sensenbrenner said." *CONTROVERSIAL POLITICAL ISSUE TABLED* - You can practically smell the blue ribbon commission. Kate Sheppard: "*A decision on the fate of the proposed Keystone XL pipeline will likely be delayed until after the release of an inspector general investigation into conflict of interest complaints*, a process that will take at least until early 2014, The Hill reported Friday. The Office of Inspector General is looking into complaints that Environmental Resources Management (ERM), the contractor that prepared the most recent environmental impact statement on Keystone XL, failed to disclose potential conflicts of interest. ERM had previously done work for TransCanada, the company seeking to build the pipeline, and other oil companies that could stand to benefit from it. *ABORTION RESTRICTIONS ACTUALLY LEAD TO FEWER ABORTION CLINICS* - Tragic causality update of the day: "More than 50 abortion clinics across the country have closed or stopped offering the procedure since a heavy wave of legislative attacks on providers began in 2010, according to The Huffington Post's nationwide survey of state health departments, abortion clinics and local abortion-focused advocacy groups. At least 54 abortion providers across 27 states have shut down or ended their abortion services in the past three years, and several more clinics are only still open because judges have temporarily blocked legislation that would make it difficult for them to continue to operate. Nebraska and Massachusetts have each added one clinic since 2010, and the other 21 states and the District of Columbia, most of which have not passed new anti-abortion laws since 2010, were unable to accurately count their clinics because their health departments do not license abortion providers separately from other kinds of medical providers. Patrick Leahy (D-Vt.) has invited Attorney General Eric Holder to testify before the Senate Judiciary Committee next month about the Justice Department's planned approach toward the legalization of marijuana in Colorado and Washington, Leahy's office announced Monday. The announcement came exactly six months after Holder said the federal response was coming 'relatively soon.'... Stephanie Petelos, president of the College Republican Federation of Alabama, enraged some members of the state party earlier this summer when she gave an interview criticizing her party’s religious rhetoric in the wake of the Supreme Court’s DOMA decision, and suggesting the fire-and-brimstone approach was alienating younger voters. National Association of Professional Women Centennial, CO Chapter hosted 2 guest speakers, Pamela Flickinger Brooks and Barb Richards, who shared their tech expertise in July.

Members and guests of the NAPW Centennial, CO Local Chapter gathered on July 31st for a professional networking event.

At the monthly networking meeting, the group of professional women networked, discussed the many exciting Chapter projects in the works and learned the ‘How To’s’ of technology from guest speakers Pamela Flickinger and Barb Richards.

Centennial Local Chapter President Kelly Thomas opened the meeting by welcoming everyone and sharing the chapter meeting agenda.

Each attendee introduced themselves and shared information with the group about themselves.

The President then presented a short video, “10 Mindful Minutes” by Andy Puddicombe.

“The video led to a wonderful group discussion about how important it is to live each day in the moment,” said President Thomas.

Guest speakers Pamela Flickinger Brooks and Barb Richards took the floor to deliver their presentation on technology ‘How to’s.’

The presentation spoke to reasons women should embrace technology.

“The two women shared useful applications that can help keep us organized and manage money, and showed us how to use different social media sites,” said the Chapter President. “It was an extremely informative presentation.”

Ms. Brooks and Ms. Richards gave the group information on how to use specific sites to improve business connections, various email options, the use and ease to share files using ‘Drop box’ and Google Drive.

The presentation also included handy tricks in Word & Excel.

After the presentation, Ms. Brooks and Chapter President Kelly Thomas provided a review of the last meeting and the projects the group is working on and which members are involved: education – Charmaine Balcerzak and Courtney; fun – Paula & Charmaine Balcerzak; technical – Barb Richards and Pamela Flickenger Brooks; member benefits – Kelly Thomas and Tasha Beckman; community outreach – Jamie, Elli Stein and Beth Campbell and ‘Grow our Business’ – Kris Smith and Eunice Shankland.

Two new members welcomed into the Chapter were Catherine Trouth and Jessica Campbell.

Ms. Trouth currently works with Community College of Aurora in Colorado. She has her master’s degree in linguistics/teaching English as a second language.

Her expertise includes assessment of student learning in higher education, higher education institutional effectiveness and linguistics; in her current role she is involved with the assessment for Assessment of Learning in higher education, the Association for Institutional Research, the American Association of Women in Community Colleges, the Colorado Regional Assessment Council and the Colorado Association for Planning and Institutional Research.

Her hobbies include knitting, gardening, crocheting, reading and bicycle riding.

Jessica is a registered representative at First Investors Corporation, which specializes in financial planning. She has her Series 6 & 63. She received her bachelor’s degree from Colorado State University. Her hobbies include running, scrapbooking and spending quality time with her family.

The next Centennial Local Chapter meeting will be held Thursday August 29th. Location – Oppenheimer Funds; guest speaker will be Barbara Avery from Lady’s School of Etiquette – ‘Etiquette and Modern Age’ followed by Shari Beaudette who will begin her series on “Wellness, Coaching and Education.”

The location and topic of the September 25th Chapter meeting is to be determined.

Members in attendance included Elli Stein, Beth, Pam Flickinger Brooks, Barb Richards, Jessica Campbell, Catherine Trouth, Brooke Martellaro, Sarah White, Charmaine Balcerzak and Kelly Thomas.

Women in these countries are fighting for the right to choose what happens to their bodies and we need to support them

States have adopted 43 restrictions on access to abortion, the second-highest number ever at the midyear mark and the same number enacted in all of 2012. These numbers are alarming and many American women are rightfully worried. I'm terrified by the trend.

If women in the US aren't careful, we might find ourselves in a similar situation as our southern neighbours in Latin America and the Caribbean, which still have extreme abortion restrictions (pdf). Although most Latin American countries are supposedly secular, the Catholic church continues to insert itself into governments. Abortion is broadly legal in only six countries, which means it's permitted either without restriction as to reason or on socioeconomic grounds. These countries only account for less than 5% of the region's women aged 15 to 44. Because of these limitations, many women resort to "traditional practitioners" who use unsafe methods and purchase abortion-inducing drugs from pharmacists and other vendors.

The World Health Organization estimates that in Latin America and the Caribbean a staggering 12% of all maternal deaths were due to unsafe abortions in 2008. In the name of religion, girls as young as 9 years old have been inhumanely denied abortions though their pregnancies were life- threatening. Their family members and doctors have even been threatened with excommunication.

Why is Latin America is so far behind the US and Europe in terms of abortion rights? In her article "The Politics of Abortion in Latin America", Cora Fernandez Anderson points out that while feminist movements were gaining momentum in Europe and North America in the 1960s and '70s, Latin American countries were busy fighting dictatorships and civil wars.

Mónica Arango Olaya, regional director for Latin America and the Caribbean for the Center for Reproductive Rights, however, believes it's more complicated than that:



While there have been dictatorships, there have also been revolutions. Supposedly, these ideas should be accompanied by abortion rights. Though there has also been strong feminist movements in many countries, reproductive rights have yet to be translated into state laws.



She uses the example of the 1979 Sandinista revolution in Nicaragua, a country that later banned abortion in 2006.

It's difficult to pinpoint the exact reasons Latin American women are still struggling for the basic human right to control their own bodies, but the indelible influence of the Catholic influence paired with a tumultuous political history has clearly been a dangerous combination for women. But Olaya, who has litigated several groundbreaking cases before international human rights bodies and courts in Latin America, says there have been significant advancements and legal victories in the past few years. There is hope, no doubt, but these women still face a long and arduous journey.

Here is a brief list of a few countries with the most stringent abortion laws and the consequences of their legislation.

*Costa Rica*

Although Costa Rica is considered to be one of the most prosperous of Latin America countries because of its tradition of egalitarianism and civilian democracy, and investment in health and education, it is far behind in terms of reproductive rights. Abortion in Costa Rica is illegal in most cases, although the county's penal code allows for the procedure when a woman's life or health is at risk. This seems to be only true in theory, however. Recently, Aurora, 32, was denied the therapeutic abortion she requested though she was carrying a foetus with a fatal impairment and suffering from depression and physical pain. In a testimonial provided to the Center for Reproductive Rights, Aurora writes:



But the worst moment of the ultrasound was when I saw my baby's twisted back and his organs exposed. ... What an image. I will never be able to forget it.



*El Salvador*

El Salvador's ban on abortion is considered to be one of the most extreme in the world. The procedure is even prohibited to save a pregnant woman's life and the government imposes harsh criminal penalties on both women and their physicians. Anyone who performs an abortion with the woman's consent, or a woman who self-induces or consents to someone else inducing her abortion, can be imprisoned for up to eight years. Most women, however, end up being prosecuted and sentenced for aggravated homicide, which is punishable by up to 30 years in prison. Recently, Beatriz, a 22-year-old Salvadoran woman who was five months pregnant with a non-viable anencephalic (without a brain) foetus and was suffering from complications related to lupus and kidney disease was denied a potentially life-saving abortion. The Inter-American Court of Human Rights ordered El Salvador officials to allow her medical team to take all necessary steps to preserve her life and, after 27 weeks of pregnancy, she was given a C-section. Her baby was born without a brain and died soon after.

*Chile*

Chile is one of only five countries worldwide to prohibit abortion in all instances. Although it once allowed therapeutic abortion, it was abolished by the military dictatorship in 1989. Abortion is illegal even in the case of rape, foetal malformation and ectopic pregnancy. Last year, the senate rejected three bills that would have eased the absolute ban. In 2010, Claudia Pizarro, a 28-year-old woman was denied both an abortion and treatment for cancer despite being pregnant with an anencephalic foetus and recently, an 11-year-old girl, Belen, became pregnant after she was repeatedly raped over the course of two years by her mother's partner. At 14 weeks along, Belen said she wanted to give birth to her baby and President Sebastián Pinera praised her by saying her decision showed "depth and maturity".

*Nicaragua*

In 2006, Nicaragua President Daniel Ortega, once a supporter of abortion rights, passed a complete ban on abortion that offered no exceptions for women's health, victims of rape or incest or women whose lives are at risk. In 2010, a 27-year-old woman named Amalia was admitted to a hospital and was diagnosed with an advanced case of cancer that had metastasised and may have spread to her breasts, brain and lungs. Because she was pregnant, she was told she couldn't be prescribed an aggressive chemotherapy or radiotherapy treatment. Amalia delivered a severely malformed baby at seven months and she lived another 17 months. In 2009, Delegates from Amnesty International who visited the country said young girls subjected to sexual violence by family or friends are forced to give birth even when they are carrying their own brothers and sisters. The ban continues to this day though the Amnesty International Report claims the law is in conflict with the Nicaraguan obstetric rules and protocols issued by the ministry of health, which mandates therapeutic abortions in specific cases.

The Colorado Film School at CCA, an Aurora and Denver community college, once again has been recognized on the Hollywood Reporter’s annual list of top 25 film schools in the nation.

         The results appear in the Reporter’s August 9 issue and marks the third straight time CFS has received plaudits, after earning top-25 recognition in 2011 and honorable-mention status in 2012.

         The Reporter’s recognition of schools was based upon 600 ballots, cast by members of the Writers Guild of America West, America Cinema Editors, the Academy of Television Arts and Sciences, and potential nominees.

            Programs nationwide were rated on their service to undergraduates, graduate students, and in some cases, both. CCA was the only community college recognized on the national rankings and adds the most recent honor to its identification by International Cinematographers Guild (ICG) Magazine as one of the “superlative” film programs nationally.

            Frederic Lahey, director of Colorado Film School, said that the Reporter once again recognized “our global legitimacy” and reinforced the notion that “what we do here at least equals, if not surpasses, the work that’s done in the best institutions in the world.”

         He labeled two of the film school’s foundational principles as “ambition and teamwork,” which coalesce to pull out the best work from students and faculty alike.

         “When I started thinking about putting this school together and focusing my energies on it, I stopped for a minute and said, ‘Why do this?’ ” Lahey noted. “Democratic access to means of expression has always been the governing force.

         “Film, as I’ve said many times, is the language of the global economy, and there have been so many walls put up and impediments put up against people who are not born into it or have not had big budgets to access the means of expression.

            “I think it’s wonderful that a community college can break those barriers.”

            As a taxpayer-funded state institution, Community College of Aurora has access to tremendous resources such as a state-of-the-art physical plant, as well as federal Perkins grants that provide new equipment funding annually. CFS students are exposed to rigorous coverage of skills and content within that technologically advanced environment. The host site is comprised of a 3,000-foot production studio in building 905 on CCA’s Lowry campus.

Scorching Summer Heat Wave Brings Near-Record Temps

The dog days of summer stretch on as the Chicago area braces for near-record heat starting Tuesday and stretching throughout the week.

Temperatures are expected to reach a near-record high in the mid-90s Tuesday with high humidity pushing the heat index to between 98 and 103 degrees. NBC Chicago reports Tuesday is expected to be the hottest day of the week if not the hottest this summer.

The record high for this time of year was a sweltering 97 degrees set in 1973, according to the National Weather Service.

With no real relief in sight until Labor Day -- when temps will fall to a still-steamy lower 80s -- some area schools are closing on account of the heat.

Josephinum Academy, a Catholic school in Wicker Park, will have a half-day Tuesday "due to high heat index," according to its website.

For the time being, Chicago Public Schools have not moved to cancel classes or modify the schedule. A CPS spokesman told HuffPost Chicago a statement from central office about protocol during this heat advisory was forthcoming.

In the suburbs, two schools in Grayslake -- Meadowview and Woodview -- were shuttered as neither building has air conditioning. The Tribune reports several other schools in West Aurora, Waukegan Lockport also plan to close for the afternoon.

A risk of severe storms Tuesday night are in the forecast according to the Chicago Weather Center, which could produce heavy downpours and even hail.

How A Moving Anti-Gun Violence Speech Became A Rallying Cry For Pro-Gun Groups

It has become the kind of speech more people have opinions about than have ever heard. Bits of it have been excerpted, reprinted and repeated as the context has faded and interpretations multiplied.

Colorado state Senate President John Morse, a Colorado Springs Democrat, delivered the three-minute speech on March 8, during the height of heated debate in the General Assembly over several gun-control bills introduced in the wake of last year’s mass shootings in Aurora and Newtown. The bills aimed primarily at closing gun-purchase background-check loopholes, limiting ammunition magazines to under 15 rounds and barring convicted domestic abusers from buying firearms.

Gun-rights supports launched a furious campaign against the bills and, when the bills passed, launched a recall movement targeting the Democrats who supported the laws. John Morse was at the top of the list and his March 8 “Sickness in our Soul” speech became a rallying cry for his critics.

Independence Institute President Jon Caldara has been chief among those critics. He has told audiences that recalling Morse is a good way to send a message to lawmakers across the country not to try and pass gun laws. He has repeatedly characterized the Morse speech as offensiv, arguing that what Morse meant was that all gun owners who opposed the bills suffer from soul sickness.

Morse calls that interpretation an absurd misreading and has asked people to view the speech themselves on the Web.

“To insinuate that I referred to gun owners as a ‘sickness from our souls’ is obscene,” Morse said Tuesday, according to KDVR. “As a former police officer and a gun owner myself, I believe in the right to bear arms. And as a legislator, I am committed to making our whole society healthier and safer.”

Caldara, a bluff showman for the libertarian right, recently challenged Morse to appear on his public television program and debate the meaning of the speech.

So far, Morse has shown no interest. He is busy elsewhere. Yesterday, he filed a cease-and-desist order against Xfinity broadcasting and Free Colorado, a group backing the Morse recall effort that launched a video advertisement disseminating the Caldara interpretation of the speech.

The recall election is scheduled for September 10.

How accurate is the Caldara interpretation? Not very. Watch the speech in full above and read the transcript [below], provided with brief Colorado Independent notes and analysis.

*0:00* The first section of the speech is about the power of the gun industry and its lobby and what Morse characterizes as a single-minded business strategy designed to knock down any impediment to selling guns and ammunition. The strategy, according to Morse, amounts to determined political deflection rather than acceptance of the need to pass measures aimed at decreasing violence and increasing safety.

“Mr. Chairman I move Senate Bill 196. Members, under current law in the United States, gun dealers and manufacturers are immune from liability, even when they’re negligent. No other industry in the country enjoys this protection. This immunity is the direct result of a powerful lobbying effort that ironically is subsidized by our own government and taxpayers through the military and the police. We ourselves have experienced the power of this lobby in the last three months. In the wake of 6-year-old children being shot in the face, the gun lobby has actually argued we need more guns and has managed to convince Coloradans they will lose their guns if we impose reasonable restrictions on firearms. They’ve argued that the mental health system is broken and needs to be fixed, but they’ve not introduced a single piece of legislation, either here in Colorado or across the country to address mental health.

*1:15* In the second section Morse quotes Robert Kennedy on the “sickness in our soul.” This is the section where interpretations veer onto different paths and head to different parts of the woods. The phrase, “sickness in our soul,” expresses a feeling, on the part of the soon-to-be gunned-down Kennedy and articulated in the days after Martin Luther King was assassinated, about how the push for civil rights in the sixties saw hate and violence begetting hate and violence. Morse draws a line connecting the ugliness of the clash over civil rights laws then with the ugliness of the clash over gun laws today. Morse points to the way tempers flared around the capitol debate and how ugly parts of our character in Colorado rose up to be revealed.

At 2:03, he implies in a one-word sentence that the people who have sent the ugliest of messages to lawmakers during the debate are exhibiting symptoms of the sickness of reactive and provocative violence described by Kennedy. “During the last three months, we’ve experienced hatred and vitriol that I haven’t seen since I was on the street as a police officer,” he says. “It’s included wishing rape, torture and death on legislators and their families…. Sickness.”

Samples of some of the messages Morse is referring to have been circulating online for months. They were sent to lawmakers or left as phone messages as the bills were introduced and as debate progressed from committee to committee, many of the worst sent in the 48-hour period before Morse delivered this speech. The messages are inarguably ugly and “sick.” In some cases, they drew criminal investigation.

To read this section as a blanket diagnosis of all gun owners, or even of anyone who opposes the Colorado bills, is at best a stretch, and more likely either a defensive or willful misreading.

Robert F. Kennedy said after Martin Luther King’s assassination that violence breeds violence, repression breeds retaliation and only a cleansing of our whole society can remove this sickness from our souls. Cleansing a sickness from our souls doesn’t come easily. It’s gruesome. During the last three months, we’ve experienced hatred and vitriol that I haven’t seen since I was on the street as a police officer; it’s included wishing rape, torture and death on legislators and their families; it’s reached its heights just this week as we’ve been considering these bills in committee and we’ve been preparing to consider them today on the floor. Sickness.

*2:04* In the third section, Morse addresses the legislative system and how change is made, and he makes the case for the pro-gun-control efforts he is helping to lead at the capitol. He says passing new gun-control laws will be slow, because that’s how the legislative system is built, to move on the current of evolving public attitudes and opinions. He takes time to detail the “strides” made by the lawmakers who support the gun laws as a prelude to what is the official purpose of his speech, which is to effectively kill his own bill, one aimed at imposing gun-maker legal liabilities, because he recognizes it reaches too far too soon and will not pass.

Changes never come quickly in the United States and our system is designed to make sure that it doesn’t. Aurora Health Care saves $13M in refinancing

Aurora Health Care has completed a $116 million refinancing that will save the Milwaukee-based system $13 million in interest costs over the next 22 years. Aurora reduced its interest rate to an average of 5.19 percent from a range of 6.4 percent to 6.875 percent on the 2003 bonds that were refinanced, said Dennis Reilly, executive director of the Wisconsin Health and Educational Facilities Authority.
