AURORA, Ill. (AP) — A suburban Chicago air traffic center reopened early Monday, more than two weeks after damage from a deliberately set fire forced the cancellation of thousands of flights and disrupted travel nationwide, federal officials said.

A full shift of air traffic controllers at the Chicago En Route Center in Aurora resumed control of the center's airspace from adjoining centers between midnight and 1 a.m. on Monday, the Federal Aviation Administration said in a news release.

About 200 Aurora facility workers traveled to other FAA air traffic centers since the Sept. 26 incident. The FAA said those workers will be returning from those locations Monday.

Authorities have said a contract worker cut cables and set fire to a basement telecommunications room before trying to commit suicide by slitting his throat. The disruption forced an hours-long shutdown of O'Hare and Midway international airports that day.

FAA technical team will remain in Aurora until Tuesday to monitor system performance and help ensure a smooth transition, the FAA said. The agency said the event has prompted it to conduct a 30-day review of contingency plans and security protocols for its major facilities.

The agency's response to the incident drew criticism from some, including Chicago Mayor Rahm Emanuel, who said the FAA needed to "work harder and better and smarter" to restore normal airport operations.

Brian Howard, 36, of Naperville is charged in federal court with felony destruction of aircraft or aircraft facilities. His defense attorney, Ron Safer, has said Howard made a "tragic mistake." Reported by Huffington Post 11 hours ago.

What We Can Learn From the 188-Page Report on the Aurora Theater Shooting

This week an official report commissioned by the Aurora city government about the July 20, 2012 theater shooting was released. The report was the work of the System Planning Corporation, whose TriData Division conducts detailed reviews of responses to emergency situations, including the mass shootings at Columbine, Virginia Tech and the University of Illinois. So they know what they're doing and the 188-page report is a serious and sober assessment of what was done right at Aurora and what was done wrong.What was done right, first and foremost, was the immediate, quick and effective response of cops and firefighters to an emergency situation that can only be described as utter chaos. The first police unit arrived at the scene within two minutes after the first 911 call, by which time hundreds of theater-goers were milling around, many bloodied and in shock, others wounded, others worried about friends whom they couldn't find and, worst of all, nobody knowing whether the shooter or shooters were still inside the building or were moving from one theater to another.The good news is that multiple police units arrived quickly at the scene, began looking for the gunman and assisting or controlling the panic-stricken crowd. Police units also made what was termed an "unprecedented" decision to transport shooting victims to hospitals in their own cars, rather than waiting for ambulances or other medical units to take charge. According to the report, had police cars "not been used for rapid transport of seriously wounded victims, more likely would have died."The bad news was that there was no unified command or communication system linking the police to fire/EMS personnel. As a result, there was confusion in moving ambulances closer to victims, as well as assessing the risk to EMS personnel who needed to get into the theater in order to deal with victims who were still inside. The coordination between agencies was not resolved until nearly an hour passed after the shooting began, and numerous communications between first-responders were either lost or misunderstood. What probably saved additional lives was the fact that one of the first police officers to gain entrance to the theater was trained as a paramedic and thus able to make triage decisions until the situation was brought under control.The report also contains suggestions for managers of theaters and other places where large groups are gathered and shootings might occur. Chief among these recommendations is what the report calls public education, "inform the public of appropriate measures if caught in a shooting situation." And the appropriate responses to a shooter are to flee, hide, and if neither is possible, to attack. Physical resistance to shooters, according to the Police Executive Research Forum, reflects a recognition that shooters now use high-capacity, semi-automatic weapons that may inflict severe tolls even if police respond, as in Aurora, in under minutes from the first shots being fired.The flee, hide, fight strategy, which is best described in a video produced by the Houston PD, doesn't take into account the ability of armed citizens to resist an active shooter by pulling out and using their own guns. And we all know what Wayne LaPierre says, "only thing that stops a bad guy with a gun is a good guy with a gun." Except there's only one little problem. It's not true. The recent FBI report on active shootings disclosed that in 160 incidents between 2000 and 2013, only one shooting was stopped by a civilian armed with a gun.Don't get me wrong. I'm not in any way opposed to using a gun or anything else for genuine, self-defense. But I am opposed to the shameless pandering of the NRA and other gun promoters to the childish fantasy that if you walk around with a gun, that you're protecting yourself or others from harm. SWAT teams and other special response units train constantly - hundreds of hours -- making themselves ready to use guns. Wait till you see all the material that's been stolen from me to make scores of Disney hit movies! I'm sure you've heard about author Isabella Tanikumi, who is taking Disney Studios to court for allegedly ripping off her books, which were based on her real life story, to make the movie Frozen? If she doesn't 'let it go,' she stands to make a lot of money. But I'm sure the judge will agree that I am the larger injured party here. After my lawsuit(s) it's only a matter of time before I'll be crooning, "When You Wish Upon a Star," while bathing in my own millions!*The Proof is in the (Peter Pan peanut butter) Pudding! Just look . . . **SLEEPING BEAUTY:* It's shocking how much Disney plagiarized my childhood events for this animated feature -- Where do I even start? At the beginning, of course. First of all, just like Maleficent, I was not invited to my own Baby Christening. (Religious differences were cited.) Along those same lines and identical to Aurora, I was also born Royalty (according to my father) -- I was a Jewish American Princess. Then ironically at age 16, in the middle of sewing my own gym bag in Home Economics class, (we should still make this mandatory, btw) I was also poked by a needle. Now mind you, there are no witnesses because I couldn't very well shout out, "Who just saw me Prick myself?" I would have been sent to the principal for profanity. But from that day forward, my mother could never awaken me to get to school on time.

*CINDERELLA: * There can be no doubt of copycatting here. But how Walt managed to spy on me in shoe stores, I'll never know! It was my sheer amount of shoving, jamming and forcing my pregnant, swollen feet inside that last pair of silver stilettos in a size 6 narrow, (during Nordstrom's half-yearly sale) that was obviously duplicated for his stepsister's dramatic scenes. The fact that I was only raised with a brother or that I'm deathly phobic of mice need never come up in the lawsuit. And perhaps I haven't cleaned out our fireplace lately, but I can attest to scrubbing many a bathroom fixture. Nicknaming me "SToilet" instead of Stephanie would not be too far-fetched.

*WRECK-IT RALPH:* Here I can go after Disney for taking the title of this recent film directly from tapping my private phone. Ralph is the name of my Allstate auto insurance rep. Three times during the same year this movie was made, I called to report a claim for my Mazda, lowering my voice to a shameful whisper the third time when I confessed, "I Wrecked it, Ralph."

*FINDING NEMO:* I might be persuaded to drop this particular lawsuit since it's a bit of a leap. However I want it on record that I've always lost my notes (for my Huffington blogs) and other scraps of papers I scrawled groceries on to buy at the market. Therefore, I thought up a clever name for a contraption I invented that locates my "To Do" list around the house with an annoying buzzing sound. "Finding Memo!" (That's what we call an open and shut case.)

*PARENT TRAP:* Alright, here my allegations are completely airtight. I have twin boys and my one scaredy cat son once bribed his courageous lookalike brother to go to the pediatrician to get an extra flu shot for him. When his Dad and I discovered the switcheroo, we didn't reconcile our marriage, but we did have an hour long phone conversation where we both (miraculously!) agreed that the boys should lose dessert for a week and get different haircuts.

*TANGLED:* Just look at this picture of my hair.

Can there be any argument what the movie is based on?? Plus when I tell a white lie, my mother always recites, "Oh what a Tangled web we weave, when first we practice to deceive." Thanks Ma, I'll split the settlement with you on this one.

*FREAKY FRIDAY: * Disney must have a thing with the "swapping people" bit (see Parent Trap above) but I definitely explored this theme first. Witness the following multiple dialogues between me and my daughter.

Daughter: You can't keep saying, "Cuz I said so!"

Me: Yes, I can. And when you're the mother, you can say it too.

Daughter: All the other mothers are letting their daughters go to the dance.

Me: I'm not all the other mothers.

Daughter: Well I wish you were!

Daughter: It's so unfair! You have no clue what life as a teenager is like nowadays. It's not like when you were in school and your biggest stress was pricking your finger with a needle in Home Ec class!

Me: Try shoe shopping with big feet, scrubbing toilets, taking your twin brothers to the pediatrician for vaccinations, talking with car insurance companies, never being able to find my memos for my blogs, having a hairdo so tangled that it resembles a rat's nest, and dealing with a smart-mouthed teen like you, Young Lady!

Now tonight if I should catch any Disney producers or writers loitering around my dinner table, it's . . .
