Public Health Accreditation Board Awards Five-Year Accreditation to Three Health Departments

Three health departments this week joined the growing ranks of those accredited by the Public Health Accreditation Board (PHAB). The decisions bring the number of public health departments now recognized by PHAB as high-performing health departments to 22.

PHAB is the independent organization that administers the national public health accreditation program, which aims to improve and protect the health of the public by advancing the quality and performance of the nation’s Tribal, state, local, and territorial health departments.

Five-year accreditation status was awarded Nov. 19 to the Kane County Health Department in Aurora, Ill.; the Kenosha County Division of Health in Kenosha, Wis.; and the Licking County Health Department in Newark, Ohio.

“Each of the accredited health departments announced this week demonstrated a consistent and continued commitment to improving public health in their communities,” said PHAB President and CEO Kaye Bender, PhD, RN, FAAN. “Preparing for accreditation is not easy, but these health departments rolled up their sleeves and got it done. They are to be commended for working to serve their communities in new and improved ways."

The national accreditation program sets standards against which the nation’s more than 3,000 public health departments can continuously work to improve the quality of their services and performance. The peer-review process provides valuable feedback to inform health departments of their strengths and areas for improvement so that they can better protect and promote the health of the people in the communities they serve.

“Congratulations to these newly accredited health departments,” said PHAB Accreditation Committee Chair F. Douglas Scutchfield, MD. “They join others who have demonstrated, by their adherence to the high PHAB standards, that they are committed to quality in their efforts to protect and improve the health of their communities. They have demonstrated to their communities that they are capable of making a major contribution to improving the health of the people they serve in an efficient, effective, and transparent way. In leading the accreditation movement for health departments, these health departments are demonstrating that public health is leading the effort to make our nation and every community healthier.”

PHAB-accredited agencies range in size from small health departments serving communities of 45,000 to those serving large metropolitan areas of millions, such as the Chicago Department of Public Health. Hundreds of health departments are currently preparing to seek national accreditation through the program, which launched in September 2011 after more than a decade in development.

Kane County Health department was “energized and strengthened” through the accreditation process, said Barbara J. Jeffers, MPH, executive director of the newly accredited Kane County Health Department in Aurora, Ill.

“We used the process as an opportunity to critically assess our effectiveness, improve our processes, and continuously improve the quality of our public health programs for the residents of Kane County,” Jeffers said. “The constant support of the Kane County Board and community partners was vital to this historic accomplishment. Achieving accreditation opens the door to a number of benefits, including increased credibility, accountability, and possible funding advantages. Our journey of continuous process and quality improvement moves forward each day.”

The 2013-2014 AIER College Destinations Index ranks the top 75 towns and cities based on a statistical analysis of 229 Metropolitan Statistical Areas with student populations of at least 15,000.

The American Institute for Economic Research (AIER) has released the latest edition of its College Destinations Index (AIER CDI), which names the top 75 towns and cities in the United States for college students based on a statistical analysis of each location’s overall economic and academic environment, quality of life and employment opportunities. This year’s list shows some locations bouncing back from the recent recession stronger than others, leading to some changes in the rankings.

“In today’s economic climate, simply attending a great university isn’t enough,” said Steven Cunningham, Chief Economist at AIER. “The city or town the university is located in can have as much an effect on a student’s experience and future prospects. With the economic recovery taking root, more businesses are opening throughout places we studied and that leads to greater opportunity for students, both now and in the future. Our aim is to provide an additional resource to students and their parents to help them evaluate their college decision.”

The top 75 college destinations – grouped by total residential populations – are charted here: https://www.aier.org/cdi. The MSAs are broken down into the following categories: Major Metros, Mid-Size Metros, Small Metros, and College Towns. The top-rated MSA in each category, respectively, were: New York-Northern New Jersey-Long Island, San Jose-Sunnyvale-Santa Clara, CA, Boulder, CO and Ithaca, NY.

In creating the Index, various factors are evaluated using the most current data available from the Census Bureau, Bureau of Labor Statistics, Department of Housing and Urban Development, Integrated Postsecondary Education Data System, National Science Foundation, and the Small Business Administration.

The AIER CDI ranks destinations based on statistical economic analysis of each MSA across the following areas:

Academic Environment:·     Student Concentration: number of college students per 1,000 population
·     Student Diversity: percentage of student body that are non-U.S. residents
·     Research Capacity: Academic R&D expenditure per capita
·     Degree Attainment: percent of the 25-to-34-year-old population with bachelor’s degree or higher

Quality of Life:    ·     Cost of Living: based upon average rent for a two-bedroom apartment
·     Arts and Leisure: number of cultural and entertainment venues per 100,000 population
·     City Accessibility: percentage of workers over age 16 who commute on foot or by public transportation or bicycle

Chicago, Ill., Nov 21, 2013 / 03:04 pm (CNA).- As same-sex “marriage” becomes law in Illinois, the U.S. bishops’ head of marriage defense issues has lamented the “disgraceful” misuse of Pope Francis’ words to justify the institution’s redefinition.

“Pope Francis has forcefully reminded us that we are to show love and respect to all people and to seek their greatest good, and he therefore continues to clearly promote and defend marriage and family, recognizing that this is in everyone’s best interest as members of a common society,” Archbishop Salvatore Cordileone of San Francisco, chairman of the U.S. bishops’ Subcommittee for the Promotion and Defense of Marriage, said Nov. 20.

The archbishop noted that Pope Francis opposed the redefinition of marriage in Argentina as Archbishop of Buenos Aires, where the future Pope said, “The identity of the family, and its survival, are in jeopardy here: father, mother, and children … At stake is the total rejection of God’s law engraved in our hearts.”

The Pope has also encouraged Catholics to “propose to all people, with respect and courage, the beauty of marriage and the family illuminated by the Gospel.”

Illinois Gov. Pat Quinn signed a bill to recognize same-sex unions as marriages on Nov. 20.

Illinois House Speaker Michael Madigan had justified support for the bill by citing the Pope’s July comments on the flight from World Youth Day in Rio de Janeiro to Rome.

“If a person is gay and seeks the Lord and has good will, well who am I to judge them?” the Pope had said, in response to a question about the “gay lobby” in the Vatican. The Pope had also said that lobbies “are not good.”

Rep. Linda Chapa LaVia, a Democrat from Aurora, said she voted for the bill “as a Catholic follower of Jesus and the Pope,” the Chicago Tribune reports.

Archbishop Cordileone said that in light of the Pope’s criticisms of same-sex unions, it is “disgraceful that some legislators would manipulate the words of Pope Francis to suggest that he would support marriage redefinition.”

The archbishop said this redefinition is “a serious injustice.” The law exists to protect “authentic rights, especially the right of children to have a married mother and father.”

The law could create more religious freedom threats to business owners in the wedding industry, such as florists, photographers and wedding planners, who cannot in good conscience participate in same-sex ceremonies. Lawsuits have targeted similar businesses in other states.

“The bill is called the Religious Freedom and Marriage Fairness Act. But this act is neither free nor fair for people of religious convictions,” Peter Breen, vice president and senior counsel of the Thomas More Society, said Nov. 20.

A group of legal scholars said that the Illinois bill’s vague and undefined terminology will require litigation to determine what religious liberties are protected.

Sixteen states have legally recognized “gay marriage,” particularly in the northeast U.S. Marriage law was initially redefined by the courts before several legislatures passed bills recognizing the unions. Same-sex “marriage” ballot measures did not succeed until 2012.

Brian Brown, president of the National Organization for Marriage, suggested that activists for redefining marriage have “run out of easy targets.” The activists targeted the “most liberal” states and “barley eked out some incredibly narrow victories,” he said Nov. 20 in a statement to his organization’s supporters.

Amendments defining marriage as a union of one man and one woman exist in 30 states, he noted, saying that there is a “false narrative” which asserts that the redefinition of marriage is inevitable.

Archbishop Cordileone praised the “courageous efforts” of those who helped defend marriage in Illinois.

The youngest of the Hemsworth brothers, including actors Chris (“Thor”) and Luke, told Jimmy Fallon on Thursday’s “Late Night” that he experienced a real-life Hunger Games scenario when he was shot by Luke.

Magna target raised at Canaccord; shares advance

Canaccord Genuity raised it price target on Magna International Inc. (TSE:MG) but kept is "hold" rating on North America’s largest auto-parts supplier.

Canaccord boosted its target price to $91 from $89.

The firm said it continues its "hold" recommendation on Magna "because share price appreciation has pushed up Magna’s valuation to a high level."

Canaccord continues to expect moderate share price appreciation for the next couple of years from continued moderate earnings-per-share growth and a steady, Analyst David Tyerman said in a note emailed to clients today.

He said that during Magna's investor day yesterday, the company indicated it expects its earnings before interest and taxes margins in emerging markets to reach roughly 75 percent of North American levels, that is, about 7 to 7.5 percent in 2 to 3 years. 

"This is quicker than we expected and adjusted our forecast accordingly," he said. 

Canaccord boosted its forecast for Magna's annual earnings per share in 2014 to $7.70 from a previous guidance of $7.54, and 2015's EPS to $8.85 from $8.44.

Shares of the Aurora, Ontario-based company rose 1 percent to C$87.95 at 1:26 p.m. in Toronto today.

Magna's north American sales are expected to modestly outperform industry production. Margins seem likely to remain near current high levels, Canaccord's Tyerman said.  European short-term sales growth is likely to be modest as programs roll off and due to Magna's on-going focus on developing a competitive footprint. 

Magna thinks there are opportunities that could enable it to generate sales growth in excess of industry production in the medium-long term, Canaccord said.

The stock has rallied 77 percent so far this year, giving the company a market value of C$19.64. The current consensus among 18 analysts is to "buy" stock in Magna International.
