Man Pleads Guilty to Pirating, Selling Rosetta Stone Software Patch Clarendon-Courthouse-Rosslyn, VA --

One can't help but wonder if Christopher Adkins knows the word for "steal" in a variety of languages.

Adkins, 36, of of Aurora, Ill., pleaded guilty in federal court last week to charges related to pirating and selling software from language giant Rosetta Stone, which is based here in Rosslyn.

He pleaded guilty to felony criminal copyright infringement in connection with his sale of counterfeit copies of Rosetta Stone language-learning software, according to the U.S. Attorney's Office for the Eastern District of Virginia.

Adkins’s sentencing has been scheduled for Sept. 13, when he will face a maximum punishment of five years in prison and a $250,000 fine.

For more than three years, Adkins sold more than $100,000 in copyright-infringing computer software, according to court documents. He sold the software through the website Learningpartners.mybisi.com, which he operated from his home in Aurora.

Adkins admitted that he downloaded pirated versions of Rosetta Stone language-learning products, including Spanish, Russian, Hebrew, Italian, German and Korean, and then copied the programs onto CDs, according to a news release.

He then sold the discs to online customers for prices discounted at more than 50 percent off the manufacturer’s suggested retail price for the real thing.

Aneesh Chopra, the country's first chief technology officer, carried his home county of Arlington on Tuesday in the Virginia Democratic primary for lieutenant governor, but it wasn't enough to win his party's nomination, according to unofficial results.

State Sen. Ralph Northam, a Democrat from the Norfolk area, won the statewide contest in an election that saw abysmal voter turnout. Northam will face Republican E.W. Jackson, a minister from Chesapeake, in November.

"I want to congratulate Senator Ralph Northam on his victory tonight in the Democratic Primary," Chopra said in a statement released by his campaign shortly after 9 p.m. Tuesday.

While this was not the result that we hoped for tonight — I look forward to coming together to ensure the Democratic ticket wins a clean sweep in November. The work to bring fairness, equality, and opportunity to Virginia continues."

This was Chopra's first bid at elected office.

He did well in the money race, receiving sizable contributions from the likes of Sean Parker, the famous technology entrepreneur, Napster founder and Northern Virginia native, and Eric Schmidt, the California-based software engineer and executive chairman of Google.

Chopra carried Arlington County with 53.58 percent of the vote. He received 4,545 votes in Arlington, compared to Northam's 3,938.

Chopra carried 38 precincts in Arlington; Northam, 14.

In most cases, precincts were won or lost by only a few votes. Chopra lost the Oakridge Precinct by a single vote (35-36), for instance. Northam carried Clarendon by eight votes and Lyon Village by the same.

Chopra did his best in Ashton Heights, Fairlington, Woodlawn and scattered other precincts. He also won the key Madison and Marshall precincts in North Arlington.

Northam carried nearby Alexandria by 61 votes, winning the city in Arlington's back yard with just more than 50 percent of the vote there.

As Tuesday night wore on, Northam was in line to carry Fairfax County with 54 percent of the vote there.

Chopra carried Falls Church with 390 votes to Northam's 297.

*Herring Wins Attorney General Nomination*

State Sen. Mark Herring, a Loudoun County Democrat, won his party's nomination in the state attorney general race, the only other contest on Tuesday's ballot.

Herring won a tight race against Justin Fairfax, a former federal prosecutor who worked to fight drug and human trafficking in Alexandria.

Herring won more than 60 percent of the vote in Arlington County. Herring won 45 of Arlington's 52 precincts, several of them handily.

Fairfax carried Gunston Precinct by a single vote and Crystal City by two.

The American Water Works Association announced today that Oklahoma City Water Utilities Trust, Okla. has won the annual “Best of the Best” Tap Water Taste Test. The event, composed of regional winners from water-tasting competitions across North America, was held at AWWA’s Annual Conference and Exposition in Denver.

The Oklahoma City Water Utilities Trust delivers tap water to more than 200,000 homes and businesses, and more than 20 nearby communities and water districts everyday through a system of more than 3,200 miles of underground pipes. This is the second time the utility has won the title of “Best of the Best”.

Second place in the competition was a tie between the City of International Falls, Minn. and Northeast Sammamish Sewer and Water District, Sammaamish, Wash. The People’s Choice award winner, as determined by the conference attendees, was Louisville Water Company, Louisville, Ky.

Major National Guard Exercise at Community College of Aurora Readies Soldiers by Injecting Real-life Hurdles

Elite unit chose CCA, a Colorado community college, for important June 8 training due to wide scope of indoor, outdoor spaces that enhance experience for tragic events that soldiers will encounter in the field.

Real-life events in recent months in Boston, Waco, Texas, Oklahoma City and elsewhere have shed an important light on the training necessary to combat wide-scale disaster scenarios, whether resulting from manmade or natural causes.

Such incidents served as a backdrop for a training exercise June 8 hosted by CCA, a community college in Colorado, that featured a combined force of more than 200 National Guard soldiers from both the Army and Air Force that could be called to respond to such real-life events at a moment’s notice.

This particular unit ensconced in training is one of only 17 Chemical, Biological, Radiological, Nuclear and Explosive (CBRBE) Enhanced Response Force Package teams in the country.

The training at CCA highlighted the military’s expertise in search and evacuation, decontamination, and medical capabilities. The scenario was built around an overarching storyline in which multiple explosive devices allegedly leveled a parking structure, resulting in mass casualties and injuries at an adjoining “hotel,” which was actually Building 900 on CCA’s Lowry campus.

“Chemical dispersal devices” were placed in areas adjacent to the target. In such a real-world crisis, fire agencies and FBI would respond but their involvement was understood as having already occurred. Also assumed in the mock scenario were that Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) alarms were activated, necessitating aid of expert team trained in weapons on mass destruction. That elite force allegedly discovered trace amounts of potentially lethal chemicals and mitigated the explosive devices, setting the action on the ground at CCA in motion.

“What’s most important is that we have different areas that are unique and present different challenges,” said LTC Seamus Doyle, commander of the Colorado National Guard CBRNE Response Force package. “What’s great about the location at Community College of Aurora is that we have a building that we can tear up to replicate an actual disaster-type event occurring at that location and also the area outside of it for establishing our area of operations and a rubble pile.”

“What that does is stress us to deploy multiple teams simultaneously in different types of events that we don’t really get in other training areas. So it’s unique that CCA has different areas that require different skills that we can customize.”

Building 900, a former Air Force sleeping quarters, was outfitted with jumbled hallways and guest rooms just after an explosion. Remnants of the bomb blast were evident everywhere on the first two floors, including “injured” live actors, who had undergone moulage (detailed makeup) to mimic injuries consistent with this type of event, and “deceased” guests, portrayed by mannequins. Additionally, high-tech simulation mannequins owned by the college’s Center for Simulation mimicked specific medical conditions as part of the assessment process by the triage and medical teams. The mannequins are often used by CCA’s EMS department, which provides Aurora and Denver EMT training.

An outdoor rubble pile was constructed to mirror a collapsed concrete parking structure, with a car buried underneath, hiding potential trapped victims and/or casualties.

The scope of the activity could be monitored from the Disaster Management Institute (DMI) on CCA’s campus that serves as a fully functional Emergency Operations Center and allows incident command to assess the exercise from afar via technology rare to a community-college setting around the country.

The City of Aurora’s fire chief served as an incident commander on the civilian side working hand in hand with command-­and-­control in the military to oversee all operations.

“When I found this place, I didn’t know what to expect,” said SFC Joe Ziser, incident commander for the exercise. “But the training venues that are provided, between the simulation laboratories in the DMI as well as the 900 building are fantastic. And the flexibility to add and subtract training opportunities based on our requirements is huge.”

Ziser added that events such as Boston, Oklahoma City and the like “are getting the highest visibility within the National Guard bureau for our oversight and there’s a lot of impetus for us to train up and be able to respond to these kinds of incidents. So it’s very high visibility at the absolute highest levels at the Department of Defense.”

In the mock scenario, intel suggested there were 677 occupants in the hotel prior to the explosion and 189 unaccounted for. The team established a footprint for command and control, decontamination, medical, and search and evacuation, while beginning tactical objectives.

Both Doyle and Ziser said emphatically that training will return to CCA in the future to take advantage of its spaces, resources and knowledge staging such events. Numerous Homeland Security Exercise and Evaluation Program (HSEEP) compliant exercises have been held at CCA. The Federal Bureau of Investigation, high-level operators for the Department of Defense, law enforcement, SWAT, Explosive Ordinance Device (EOD) bomb squads, Hazmat, and as many as 80 fire departments are among the entities holding vital training at the college.

Each June, Aurora, Colorado, businesses gear up for a large, multi-state contingency to arrive and enjoy the Annual Cruzin’ Havana Car Show & Poker Run. The Havana Business Improvement District (BID), dba On Havana Street, organizes the event. The 6th Annual Cruzin’ Havana Car Show & Poker Run is this Saturday, June 15, 2013.

“Cruzin’ Havana is one of the most popular events we do all year long, every year,” said Havana BID Executive Director Gayle Jetchick. “About 20,000 people from seven states come to see over 5,000 classic cars, participate in the Poker Run and do a little shopping in Aurora.”

A Poker Run is an organized event where participants must visit the five Aurora business locations serving as Festival Sites, drawing a playing card at each one, within a defined timeframe. The object is to have the best poker hand at the end of the run. The poker run grand prize is a 5 day/4 night ocean cruise for two or $500 cash. The Cruzin’ Havana Poker run requires no entry fee; participants simply register at any of the five Festival Sites:

This year, from 11:30 AM to 1:00 PM, the Bicycle Village parking lot at 2802 S. Havana will feature the free Cruzin’ Havana Kidz Zone! This year, Radio Disney brings its Disney Pixar Cars Movie Road Show to Aurora. The entire family can see Cars movie props, drive radio-controlled cars on the race track provided by Colpar Hobbies and enjoy music and a dance party.

“Radio Disney is a perfect pre-event complement to the car show and poker run,” said Jetchick. “It’s a great opportunity for the kids and all the Disney fans to get in the spirit.”

There is no cost to attend any of Saturday’s events. The car show and poker run immediately begin at 1:00 PM and end at 7:00 PM. For inbound travelers, the Marriott SpringHill Suites Denver Airport is offering a Cruzin’ Havana Special Hotel Package.

Local motorists on Havana Street may notice Colorado Department of Transportation (CDOT) signs saying construction will begin June 10. “Not to worry,” says Jetchick. “CDOT will only be conducting a thorough street cleaning in preparation for Cruzin’ Havana. There will be no construction or ‘Cone Zones’ during the event.”

Another Havana BID flagship event, the annual Havana Farmer’s Market, opens Monday, June 17. The market is open Mondays 10:00 AM – 3:00 PM in the Havana Exchange Shopping Center parking lot, 2802 S. Havana Street, Aurora, Colorado.

2nd Colorado Lawmaker Faces Recall Over New Gun Control Laws

A second Colorado lawmaker is facing a possible recall over her support of the sweeping new gun control laws that were signed into law earlier this year.

The Associated Press's Kristen Wyatt reports that gun rights activists in Pueblo, Colo. turned in signatures on Monday to the secretary of state's office for a recall election of Democrat Sen. Angela Giron for her support of a gun control package that Colorado Gov. John Hickenlooper signed into law earlier this year including expanded background checks to include all private gun sales and transfers and a 15-round limit on ammunition magazines.

The organizers of the Giron recall effort say they turned in about 20 percent more than the required signatures to force a recall -- only 11, 285 were needed, but the gun rights activists say they turned in more than 13,000.

“Giron’s disregard for the majority of her constituents to vote no on anti-Second Amendment issues and her general disregard of our Constitution and the rights of the citizens of Colorado demonstrates she must be removed from the Senate,” Victor Head, a plumber who has organized the recall through Pueblo Freedom and Rights group, said to The Denver Post.

Head told ABC World News that he had never set up a recall campaign before and didn't know how to before this year. "I'm a plumber," Head said. "I've never done anything like this in my life."

However, Giron remains defiant saying resignation "hasn't even crossed her mind," The AP's Kristen Wyatt tweeted, and that she did, in fact, listen to her constituents, Wyatt added:

Although the signatures were just turned in today, George Rivera, a retired police officer, is not wasting any time in campaigning for Giron's seat -- he announced plans to run against Giron in the November 2014 election, but is eager to run against her sooner if the recall election happens, KRDO reports.

Giron now joins Colorado Senate President John Morse who also faces a potential recall after gun rights group, the Basic Freedom Defense Fund, delivered a petition with more than 16,000 signatures (they only needed around 7,000) to the Secretary of State's office last week for his support of the new gun control laws in the state.

Morse also responded to the recall effort with defiance. “[W]e had 20 6-year-olds shot in the face, and we have the other side arguing we should do nothing, and I’m sorry, that doesn’t cut it," Morse said in response to the recall effort to the Associated Press referring to the 2012's Connecticut school shooting.

Assuming the petition signatures are deemed valid by the Secretary of State, Morse says he will not resign and says that even if he loses his seat the gun control measures were too important to dodge in the wake of 2012's Aurora theater massacre and the Sandy Hook shooting in Conn. “Keeping Coloradans safe from gun violence is very worth your political career," Morse said.

If the signatures are verified, the recall elections will happen sometime between August 23 and October 23 of this year.

The AP reported that the National Rifle Association got involved with the recall effort and sent a political mailer saying it was coordinating the effort with local groups, however local recall petitioners denied that the NRA was involved in any way.

"I ran this campaign. The NRA did not run this campaign," said Rob Harris, organizer of the recall effort, to the AP. "We the people are making a stand against the people who refused to represent their constituents."

A Morse-supporter group called A Whole Lot of People for John Morse claims that many of the petition signatures gathered were obtained fraudulently and that outside interest groups paid workers to gather signatures, CBS News reported.

According to the Gazette, since the recall effort was started, it has felt like election season for Morse's district with signature gatherers, radio ads, robocalls, polls and a total of almost $40,000 raised for both supporters and opponents of Morse.

Sen. Morse was recently even asked to sign the petition to recall himself at a local supermarket, 9News reported. "I said no, really, I am John Morse. And I pulled out my wallet and showed my driver's license so that he could see that I wasn't making it up," Morse said.

Morse told KDVR that he understands that his recall is only partially about him, and that it's also symbolic. "It's a litmus test," Morse said and added that he believes the success or failure of the recall effort will be interpreted as a referendum on gun control. “There doesn’t seem to be any question that money’s coming from outside the state to say, look, if you do this, we can take out the Senate president -- we can take out anyone across the entire country if you decide to implement common-sense gun legislation.”

Secretary of State Scott Gessler has 15 business days to determine if the Giron signatures are indeed valid, and 10 more days to determine if the Morse signatures are valid. If they are, this will be the first time in history that a Colorado lawmaker has faced a recall vote since the state adopted the recall in 1912, the AP reports. Survivors Of Attack Say Navy Balked at Naming Ship 'Liberty' For Fear Of Angering Israel A Navy document released under the Freedom Information Act suggests the Navy planned and then retreated from naming one of its Littoral Combat Ships "Liberty," say members of the Liberty Veterans Association.

The group, made up of survivors of the June 8, 1967, Israeli attack on the USS Liberty, believes the Navy dumped the name for fear of rekindling debate over the attack, which has never been investigated by Congress. Thirty-four men died and 174 were wounded.

The document is a web page from the Naval Vessel Registry, the official inventory of U.S. Navy ships. Liberty association Director of Operations Joseph Meadors got it through a Freedom of Information Act request last year with the assistance of MuckRock, a Boston-based public records request service for journalists, researchers and activists.

Retired Lt. Cmdr. James Ennes, a Liberty survivor, told Military.com in an email he recalled "that Liberty was originally scheduled to be the name for the newest LCS [after the Freedom]. The Liberty name was actually used in the early planning papers for the new ship.  But there were protests (from some unidentified source) and the name was quietly withdrawn and Independence was used instead."

Chris Johnson, a spokesman for Navy Air Sea Systems, or NAVSEA, said he is familiar with the "LCS Liberty" question and had researched it previously.

"At no point was an LCS going to be named Liberty," said Johnson, who also expressed doubts about the document listing "LCS Liberty" as a planned ship. He said it is "just an error by NVR."

According to the NVR's website, ships are listed in the registry when the classification and hull numbers are assigned to vessels authorized to be built by the President, or when the chief of naval operations requests instatement or reinstatement of vessels as approved by Navy Secretary.

Former Navy Secretary Donald Winter, who would have been in the job at the time an LCS Liberty was supposedly being planned, said in an email to Military.com he recalls no debate about LCS naming. The ships were all to be named after American cities and towns, he said.

But a "Liberty" designation would not be inconsistent with that plan. In the same FOIA request in which he got a copy of the NVR page listing "LCS Liberty," Meadors also got a list of possible ship-names for LCSs prepared for the Chief of Naval Operations. The four-page list, compiled by the Navy History and Heritage Command, included spaces for recommendations for LCS-2, -3 and -4; by this time LCS-1 had already been named Freedom.

The suggested names were listed A through K, with Independence in the first spot, followed by Liberty, which the historians noted would honor communities by that name in Missouri, Texas, South Carolina, Kentucky, Indiana, Mississippi, New York and Pennsylvania.

LCS-2 was ultimately named Independence and LCS-3 was named Fort Worth, which was the letter D on the list, after Aurora.

There is no indication that then-CNO Adm. Mike Mullen ever saw the list or made any recommendations to Winter, who said in an email he recalls no dispute over ship naming. Mullen did not reply to Military.com's request for comment made through his spokesman.

The British journal Naval-technology.com, reported that Liberty was to be the name of the fourth LCS, until the Navy terminated the contract with builder General Dynamics over projected delays and cost overruns in late October 2007.

Six months later the Navy put the work out to bid again, and in April 2009 General Dynamics again won the contract, though now the ship would be named Coronado.

Ennes and Meadors say they do not believe the Navy Vessel Registry entry was a mistake. They believe that politics is even playing a role in keeping a new "Liberty" from the Navy's inventory.

The Navy, Ennes said, "lost their nerve and will not use USS Liberty as it is ‘too sensitive.' "
