The two-prong initiative will touch 50 U.S. cities and focuses on community investments and grassroots legislative advocacy. Today, the National Urban League, the nation's largest historic civil rights and urban advocacy organization, will launch its historic “Jobs Rebuild America: Educate, Employ, Empower” initiative in Cleveland, OH. Jobs Rebuild America, a solutions-based, comprehensive approach to the nation’s employment and education crisis, brings together federal government, business, and nonprofit resources to create economic opportunity in 50 communities across the country through the Urban League affiliate network.    

The community investment component is a $100 million, five-year multi-platform effort designed to reach job-seekers, vulnerable youth and entrepreneurs. The initiative uses a comprehensive community development model that includes program offerings such as job-training for youth (18-24) and mature workers (55+), college preparation, a jobs network, entrepreneurship support, small business financing and resources, and tax credits, among others.

The grassroots advocacy component of Jobs Rebuild America focuses on federal legislative action to ensure a responsible fiscal plan and support for efforts that spur job creation in urban America. The National Urban League recently championed the reintroduction and passage of the Urban Jobs Act and Project Ready STEM Act, along with the respective sponsors of each bill – Sen. Kirsten Gillibrand, Rep. Chaka Fattah and Rep. Marcia Fudge – to spotlight the urgency of job creation and the need to invest in the education and skills enhancement of disadvantaged young people.

“As America faces the lowest labor force participation rate in almost 35 years, creating jobs and economically viable communities must be a collaborative, tripod effort between the government, corporate and nonprofit sectors,” said Marc H. Morial, President and CEO of the National Urban League. “Our Jobs Rebuild America initiative is a leading example that public-private-nonprofit partnerships can drive job creation and the program innovation required to revitalize struggling communities. It’s time to shift from the debate about the problem of unemployment to comprehensively doing what is required to solve it, and our affiliates across the country are primed to do just that.”

As a designated Jobs Rebuild America market, the Urban League of Greater Cleveland is receiving a total of $950,000 in community investment competitive grants for three signature National Urban League programs – the Urban Youth Empowerment Program (UYEP), the Entrepreneurship Center program, and Project Ready: Post-Secondary Success Program.

“In a state that has the largest number of affiliates in the Urban League movement, Cleveland is proud to be the launch city for the national Jobs Rebuild America campaign,” said Marsha Mockabee, President and CEO of the Urban League of Greater Cleveland. “Four years ago, announcements went out that our doors were closing due to the dismal funding and economic environment. However, significant public and private investments have allowed us to expand existing programs, as well as introduce new ones, to better serve the needs of our local community. As a result, we have been able to more effectively leverage local resources, restore funder and community confidence, and design a new 21st Century workforce development system to reach thousands of job seekers, while targeting some of our most vulnerable unemployed.”

For the UYEP program, the Cleveland affiliate will serve 100 juvenile offenders ages 16-24 over two years via case management support, job readiness and placement services, mentoring, restorative justice and education and training opportunities.

The Urban League of Greater Cleveland was also one of the original National Urban League affiliate participants in the Entrepreneurship Center program. The Center provides business management consulting and training services to more than 700 small and minority businesses in the greater Cleveland area. Bolstering these efforts, the affiliate operates a Small Business Development Center and Minority Business Assistance Center, as well as is one of the partners in the Goldman Sachs 10,000 Small Businesses program, which is also based in Cleveland.

The National Urban League will also continue its grant commitment to the Cleveland affiliate to advance its Project Ready efforts around academic, social and cultural support and opportunities designed to develop college or career “readiness” for 8th-12th grade students.

“We visited Cleveland two years ago as part of the exploration phase of our nationwide Jobs Tour, and we came back with resources to invest,” said Morial. “What we are accomplishing here is representative of what we are doing with our partners and affiliates across the nation to provide economic and education opportunities in communities of greatest need.”

JOBS REBUILD AMERICA PROGRAM COMPONENTS

1.    Urban Youth Empowerment Program
A job-training program that targets out-of-school and adjudicated youths between ages 14 and 17, and/or adjudicated youth between 18-24 years old, to prepare them for entry into world of work through provision of a comprehensive set of services including case management, education and job training, mentoring, internships and subsidized employment.

2.    Mature Workers Program
Provides job training, counseling, job placement and supportive services to workers who are 55 and older. Participants are placed in subsidized community service positions at nonprofit and public facilities, designed to provide skills that enable participants to obtain unsubsidized employment.

3.    Urban League Entrepreneurship Centers
Located at 10 Urban League affiliates around the country, the Centers provide comprehensive financial literacy training, management counseling, mentorship as well as technical assistance to start-up businesses that result in higher survival rates. All 10 Centers support job creation and preservation and long-term financial growth strategies through educational workshops and trainings, one-on-one consultation and business plan development geared to strengthen the business skills of minority entrepreneurs, assist businesses secure financing and contracts that advance their annual revenue and identify new markets with high-growth potential. Centers are located in Atlanta, Chicago, Cincinnati, Cleveland, Houston, Jacksonville, Kansas City, Los Angeles, New Orleans and Philadelphia.

4.    Project Ready: Post-Secondary Success Program
Provides 8th-12th grade students with academic, social and cultural supports and opportunities designed to develop “readiness”: having the information and perspective necessary for success without needing remediation in college or career.

5.    Urban Empowerment Fund (UEF)
Created to fill a widening credit gap, UEF is a new Community Development Financial Institution (CDFI) and small business loan fund that will provide financing and technical assistance to help small business owners create sustainable companies and vibrant communities nationwide across the markets it serves.

6.    Urban League Stonehenge New Markets Tax Credit Partnership
A federal community development program designed to stimulate the flow of investment capital in underserved communities. Tax payers that make qualified equity investments in designated Community Development Entities (CDEs) receive a 39 percent NMTC tax credit that is claimed over a seven-year credit allowance period. Substantially all of the qualified equity investment must in turn be used by the CDE to provide investments in low-income communities.

7.    Goldman Sachs 10,000 Small Businesses

Police: Man Found Dead in South Naperville Dumpster Took His Own Life

The man found dead in south Naperville on Friday apparently took his own life, the Naperville Police Department said on Monday morning.

The 53-year-old Aurora man was pronounced dead around 1:25 p.m. Friday in the 3400 block of Lacrosse Lane, according to the Will County Coroner's Office.

Police responded to the scene around noon Friday after a construction worker discovered the body in a dumpster next to an office building which was undergoing work.

"He crawled into a dumpster and shot himself," Naperville Police Sgt. Lou Cammiso said. 

Cammiso added that the body had been inside the dumpster for a few days.

Preliminary autopsy reports indicate the man died of a gunshot wound, the Coroner's Office said Sunday. 

Police and Indian Prairie School District 204 officials said Friday's incident was not related to the lockdown of Welch Elementary School. The school, which is roughly a mile from the scene, was briefly placed on lockdown early Friday morning as a precaution due to domestic dispute in a nearby neighborhood, Cammiso said. Trial Date Set For Man Accused Of Threatening State Representative

The trial date for the Colorado Springs man who was arrested in March and charged with threatening a Colorado State Representative has been set.

A Denver district judge set a Nov. 20 trial date for Franklin Sain, 42. Sain was charged with attempting to influence a public servant and harassment-ethnic intimidation, a felony and a misdemeanor respectively. He could spend up to six years in prison if he is convicted of the felony charge.

Sain pleaded not guilty at his formal arraignment and had told police that he was just "voicing some frustrations" over gun bills being sponsored by state Rep. Rhonda Fields (D-Aurora).

Fields, who sponsored a bill banning banning high-capacity gun magazines and limiting capacity to 15 rounds as well as a universal gun background checks bill, issued a statement after Sain's arrest thanking law enforcement.

I am grateful for the prompt work of the Colorado State Patrol in bringing this suspect to justice. I also thank the Denver Police Department, which was instrumental in the investigation. I will not be deterred by threats.

Both of Fields' sponsored gun bills passed and were signed into law by Gov. John Hickenlooper at the end of March.

Sain's attorney Siddhartha Rathod said back in March that his client's messages to Rep. Fields were simply free speech and protected under law. Siddhartha spoke to 9News' Will Ripley but didn't say much except for a single phrase that he kept repeating to Ripley as an answer to nearly every question asked:

Mr. Sain is a decorated Iraqi war veteran who fought for our First and Second Amendment rights and his First and Second Amendment rights are being trampled upon. Nothing he said was illegal.

Rathod's law firm, Rathod Mohamedbhai, released this statement about Sain's messages to Fields:

Mr. Franklin Sain has retained the law firm of Rathod Mohamedbhai LLC. We are deeply concerned about the government's retaliation against Mr. Sain for his protected First Amendment political speech. We appreciate Representative Rhonda Fields's service to our community; however, we remind you that Mr. Sain valiantly served his country as a decorated Iraqi war veteran. Representative Fields appears to be furthering her political agenda by trampling on Mr. Sain's constitutionally protected free speech in order to infringe on all Coloradans' Second Amendment rights.

However David Beller, a defense attorney with Denver law firm Recht-Kornfeld, told Fox31 that Sain's service in the military is essentially irrelevant with regards to this case.

“Just because you fought for Constitutional rights doesn’t mean you have any expanded Constitutional rights than any other American,” Beller said to Fox31.

Beller also said, in no uncertain terms, that no one who is educated in the law would call Sain's alleged statements "free speech" because threats are not protected by the Constitution.

Rep. Fields attorney Craig Silverman released this statement on Facebook responding to Rathod's claims that Sain's statements are not, in fact, threats:

Representative Rhonda Fields is the victim of criminal and despicable threats made by Franklin Sain. It is outrageous and offensive that Mr. Sain, through his lawyers, now continues this effort to frighten and bully Rhonda Fields. No Coloradan should have to endure terroristic threats of the kind made by Mr. Sain. Our democracy will not function well if government decision makers are subjected to this kind of brute intimidation.

Rep. Fields spoke out on the messages she received and how seriously she took them on 850 KOA Tuesday saying, "I do not know him. All I know is that the kinds of things that he said were very inappropriate, alarming and very intimidating."

"At first I was really taken back by the tone and the language in it, especially the racial overtones," Rep. Fields added. "I've just never seen anything like that before. No one has ever said those things or written those kinds of things towards me in the last two and a half years that I have been serving the state. So, I was like, 'Wow, this is unbelievable.'"

SofTec Solutions, where Sain was employed as COO, certainly took the allegations seriously as well, posting on Facebook that Sain had been suspended when the allegations first surfaced. The company later fired Sain.

SofTec Solutions, Inc. has been informed of allegations against our employee, Mr. Frank Sain. We are shocked to learn of these allegations and are taking this matter very seriously. If true, these actions are highly inappropriate and will not be tolerated. Pending SofTec’s investigation into this matter, Mr. Sain has been suspended immediately from further duties at SofTec. SofTec Solutions is a minority-owned, small business and we employ a large diverse workforce. We will absolutely not tolerate any racial, sexual, gender-based slurs or threats of violence by employees.

Rep. Fields told Fox31 that she is scared for her life and that she has taken a restraining order out against Sain. “I’m still very afraid, just kind of shaken, my soul."

9News obtained Sain's arrest affidavit revealing the full scope of threats allegedly left by Sain over the course of nine days. The use of racist and provocative language is prevalent throughout the messages, however the messages appear to get more confrontational by the ninth day. *WARNING: The language used is explicit and extremely offensive.*

All misspelled words and incorrect grammar usage appears as written in the affidavit. Some offensive words have been censored.

An email sent to Fields, dated Wednesday, Feb. 13, 10:08 a.m. with a subject line of "GUN CONTROL" reads:

THANKS N----- C---! You really think passing any more laws will stop gun violence? You and that other N----- OBAMA are living in fantasy land. Chicago and DC have the most strict gun laws in the nation and more people die from gun violence than anywhere. You f---ing c---s are pathetic excuse for civil servants. Hell, n-----s love shooting themselves with GATS, isn't that what your people call it. What you have done here is creater criminals out of law abiding citizens, and put yourself out of a job. You politicians have no idea what you are even doing anyway, do you know how long it takes some to change a magazine, less than a second, so what if some with experience decides to flip out and bring their gun in with 5 or so 10 round magazines, they can do the same amount of damage. Limiting magazine sizes is stupididty, [sic] and will not work. I for one have 100+ 30 ronds mags and 150 round drums. I will never give those up and I am far from being some whack job. What I am pissed off at c--- n------ who know nothing about what they are doing and knee jerk react rather than look for a solution to fix the problem and enforce existing laws. We will all work very hard to ensure there is no job for you 2014. We will make it our mission to ensure each Democrat who supports this law is also out of a job.

Later that day on Feb. 13 another message from the same email arrived in Rep. Fields inbox reading:

Do you actually think that Americans will put up with this... I gurantee there is not enough law enforcement, or military to stop an all out overthrow of this government if you or that N----- President tries to take our guns... Guarantee we will make World War I and II look like childs play, many will die... be prepared...

On Feb. 14 and through most of Feb. 15, the emails are charged with racist epithets and also become less detailed, but then a final email on the late afternoon of Feb. 15 with more detailed threats arrived, according to the arrest affidavit:

Watching you live, you are a pathetic N----- C--- alnog with MCCANN, two c---- who are way overdue a good f---ing... and hopefully somebody Gifords both of your asses with a gun....... you are both pieces of monkey sh-- who have no right or reason to be in the position you are.... f--- off c---......

The final email references Rep. Beth McCann (D-Denver) along with Rep. Fields, who are co-sponsoring House Bill 1229 which calls for universal background checks for all gun purchases, including private sales.

It also references former Arizona congresswoman Gabrielle Giffords who was shot in the head by 22-year-old Jared Lee Loughner outside of a grocery store in 2011 during a meeting with constituents.

The affidavit then says on Thursday, Feb. 21 at around 11:00 a.m., Rep. Fields office received a threatening letter in the mail, one of the most deranged and terrifying of all the messages as it also references Fields' daughter:

Rhonda Fields, N----- C---, Mother of -----, Death to Both, All N----- Back to Africa, F--- you, F--- Your Laws, I Keep my 30 Round Magazines, There Will Be Blood!, I'm Coming For You, N----- B----

The affidavit goes on to describe threatening voicemail messages allegedly left by Sain. However, Sain, in the affidavit, told police that although he does use the email that the threatening, racist emails came from and admitted to sending the Colorado lawmaker emails, he claims he did not make any threats in those emails. "I did not make any threats in my emails," Sain stated to the police. "I know my emails are traceable and I wouldn't have done that... I'm just voicing some frustrations about a topic I consider sacred, especially after wearing a uniform and fighting for this country. When you have media pushing blame on gun owners, that just brings my emotions out."

Sain also said that sent some of the emails while watching Rep. Fields on television, but Sain denied that he used such explicit language and also denied that he was a racist. "I don't use words like that. C--- and other racist names, I don't sue that word when I talk. I'm not a racist. Those emails are not who I am."

The email referencing the shooting of Giffords and the final physical letter -- although the letter has not been definitively linked to Sain, but arrived during the same period the emails did according to the arrest affidavit -- appear to be the most outwardly threatening, suggesting physical violence in the email message and an outright call for violence in the final letter.

However, former chief deputy district attorney in Denver Karen Steinhauser told The Denver Post that although state law draws a line between free speech and criminal threat, it isn't always clear when someone crosses that line due to context of the threat, how it was delivered, the tone of the message and other challenging factors. In 2010, Google became one of the first companies to openly admit they had been attacked by Chinese hackers. This admission sparked an ongoing battle between the Chinese government and the American-owned search giant. At the time, Google said they had been hit with a sophisticated attack which resulted in some stolen intellectual property.

On the heels of news about a reenacted Chinese hacking group yesterday, the Washington Post issued a report claiming the 2010 hackers were able to get more than intellectual property from their attack.

According to the Post’s sources, hackers were after the names of Chinese intelligence operatives who were the target of American surveillance. Though it’s still unclear how much information the hackers were able to walk away with, current and former US officials with knowledge of the breach say it’s possible these hackers had access to “valuable intelligence.”

“Knowing that you were subjects of an investigation allows them to take steps to destroy information, get people out of the country,” said one former official who spoke with the Post on conditions of anonymity.

Google was attacked as a part of what’s been called the “Aurora attacks,” a string of hacking strikes which targeted dozens of major American companies, including Microsoft. At the time Google claimed the hackers were after the Gmail accounts of Chinese human rights activists.

Last month website CIO told a different story, saying the Aurora attacks were all about gaining counter intelligence about undercover agents. The Washington Post was able to confirm these concerns in yesterday’s report. Google officials have declined to comment further about these attacks, but one director for Microsoft’s Institute for Advanced Technology in Governments explained the software company’s experience during the same attacks.

"What we found was the attackers were actually looking for the accounts that we had lawful wiretap orders on," said Dave Aucsmith at a government IT conference in Maryland, according to CIO. Though Aucsmith doesn’t disagree with Google’s original claims, he said the hackers who targeted his company were not interested in human rights advocates.

"So if you think about this, this is brilliant counter-intelligence. You have two choices: If you want to find out if your agents, if you will, have been discovered, you can try to break into the FBI to find out that way. Presumably that's difficult. Or you can break into the people that the courts have served paper on and see if you can find it that way. That's essentially what we think they were trolling for, at least in our case," said Aucsmith.

This discovery is now raising questions about wiretapping and the overall security of large corporations on the whole.

Shortly after the 2010 Aurora attack against Google, the search company issued a blog post which said the hackers were able to steal the source code responsible for their search engine as well as email addresses for human rights advocates.

According to yesterday’s Washington Post story, Google later discovered that the hackers also obtained surveillance information, including emails belonging to suspected spies, diplomats and terrorists which law enforcement officials had been monitoring. Google reported this breach to the FBI, resulting in a national security investigation.

The New York Times also issued a report yesterday claiming the Chinese hackers are responsible for attacking the newspaper and other companies have been ramping up their attacks. Gun Sales Soar In Colorado As Gun Control Laws Pass

As Colorado lawmakers passed historic and sweeping gun control laws during the first quarter of the year, gun sales surged, breaking new records in the state.

Over the weekend, The Denver Post reported that from January to March there were 146,949 background checks processed for potential firearm buyers -- that's an increase of 69,628 checks from the same period just a year ago, according to the Colorado Bureau of Investigation data.

The legislative session began in January and multiple gun bills were debated through the end of the session. By March, Gov. John Hickenlooper signed several new gun bills into law including universal background checks for all private gun sales and transfers, the cost of background checks placed on the gun buyer and a 15-round limit to ammo magazines.

"The demand has been artificially created," State Sen. Morgan Carroll (D-Aurora), a sponsor of the universal background check bill, said to The Denver Post. "Many groups have been telling people these laws will take guns away, which is not true."

It appears as if 2013 could be another banner year for gun sales in Colorado. According to data from the FBI's National Instant Criminal Background Check System (NICS), there were 414,838 background checks processed last year in Colorado -- and that was an increase of 23 percent, or 78,542 checks, from 2011. The largest volume of checks came in December at 53,453.

A background check generally takes minutes in Colorado, but during the end of December 2012 and into January 2013, the CBI's queue has been hovering around 10,000 checks, causing a wait time of more than nine days. That more than doubled the wait time just from earlier in December when gun buyers saw background checks taking 100 hours or more.

There were several unusual surges in gun sales in Colorado in 2012. A large spike in gun sales took place immediately following the tragic Aurora movie theater shooting that left 12 dead and nearly 60 wounded. Just days after the shooting, background checks for people wanting to purchase firearms in the state jumped more than 41 percent. And another sales spike occurred following the Jessica Ridgeway tragedy, according to the Colorado Bureau of Investigations.

Then, on Black Friday, CBI set a new record in the state processing over 4,000 background checks on people purchasing firearms -- that's nearly 1,000 more checks than were run in 2011 when CBI set a single-day record of checking 3,031 gun buyers, according to 9News. So busy was the CBI that the flood of new applications crashed the system twice on Black Friday.

The tragic Sandy Hook shooting in Newtown, Conn., also caused a surge in gun sales in Colorado and across the nation. Fox31 reported that the AR-15, a military-style assault weapon that was used in the Sandy Hook shooting as well as the Aurora shooting, was virtually sold out in Colorado gun shops last December.

The CBI data also showed that from January through November of 2012, there were 34,117 more background checks submitted than in all of 2011. But the record-shattering continued through the end of 2012 with 1,000 new checks submitted to the CBI just on Christmas Eve alone.

Although the spike in firearm sales has grown dramatically in Colorado, when compared to the rest of the nation, people were less enthusiastic about buying new guns at the end of 2012 in the Centennial State, as well as in Connecticut -- the homes of two of the nation's bloodiest mass shootings last year.

The perceived fear of new restrictions on guns driving firearm purchases is nothing new. Nationally, a gun sales bump was observed close to President Barack Obama's election in 2008 due to a fear that he would take people's guns away, as Newser reported. And gun sales spiked again following Obama's reelection in November 2012.

The Associated Press reports that there were nearly twice as many more background checks performed for gun purchases between November and December 2012 than during the same two months in 2011.

And as the debate over gun control intensified in Washington at the start of 2013, the FBI received a historically high number of gun background checks during that same period, according to CNN.

February marked the fourth month in a row that background checks topped 2 million -- though the number did drop from the prior month. Before that streak, the number of gun background checks per month had never exceeded 1.8 million

"I should put Obama's picture on the wall up there," said an anonymous New Jersey gun salesman to CNBC. "I'd name him salesman of the month!"

But Obama may not be the only reason so many are now interested in firearms. Analysts say a portion of the increase in sales is due to demographic shifts as well.

"The biggest new group of buyers now are senior citizens," explained Larry Hyatt, the owner of a North Carolina gun shop, to CNBC's Closing Bell. "Ten thousand baby boomers a day are turning 65. They can't run, they can't fight, they got to shoot." Reported by Huffington Post 20 hours ago.
