NERC Compliance and the Worst-Case Scenario of Cyber Attacks on the Grid

Cyber attacks outage only two-weeks says NERC, but takeover of Control Centers can yield even worse damage. Control Center takeover is not currently addressed in NERC Compliance Standard CIP-014-2; yet it is considered by some utilities to be as critical as active shooters or bombs.

North American Electric Reliability Corporation (NERC) president and CEO, Gerry W. Cauley, testified in a Congressional hearing recently stating, “It’s very technically challenging to go from an electronic cyber attack to causing physical damage to equipment.”

He also indicated that a “worst case” scenario for any outage, whether as a result of a cyber-attack or other conditions, is considered by NERC to be unlikely to last more than two weeks. This NERC analysis includes information from the December 2015 cyber attack of Ukraine’s electric grid that affected some 48 substations and 250,000 customers, as well as the results of a NERC analysis, published in January, of industry restoration plans and the results of the fall 2015 GridEX III exercise.

“There was no damage to equipment,” said Mr. Cauley of the Ukrainian attack, while testifying that in his 35-year experience working substations that little damage is possible as a result of cyber attacks. In the Ukraine attack, access through remote connections enabled the attackers to open breakers stopping the flow of electricity. However, the success of the attack in physically bringing down part of the Ukraine electrical grid using BlackEnergy was assisted by a “denial of service” effort to jam and overload grid operations telephone systems, greatly reducing the ability to assess and communicate what was going on and coordinate response services. And it is possible by hacking into the generation side of an electrical system to alter rotating turbines and generators potentially causing serious damage, a concern voiced by Congressman Meadows of North Carolina at the hearing. While Cauley’s testimony that “physical damage is rare” is typically thought to be correct, Congressman Meadows of North Carolina pointed out that some cases of mis-operation of digital control systems can cause damage to physical components, a reference in this case to the Aurora vulnerability largely addressed by NERC and the industry from 2007 to 2011.

Mr. Cauley told Congress that while simultaneously attacking multiple sites would be difficult given the improved security measures implemented in the industry, “It’s the one I worry about the most.” Mr. Cauley noted that physical attacks would need to occur at multiple locations to cause extensive damage and extended power outages. However, in discussions with senior utility executives, Corporate Risk Solutions, Inc. (CRSI) has concluded that a physical attack on major control centers, likely through clandestine efforts and use of inside help, and perhaps in conjunction with a cybersecurity attack, could result in the same potential shutdown of power that occurred in Ukraine, outright damage to generation capabilities, or catastrophic transmission failures.

Control Center takeover is not currently addressed in NERC CIP-014-2, the Physical Security Reliability Standard issued in March 2015 designed to harden substations and primary control centers against coordinated physical attacks. Yet, it is considered by some utilities to be as critical as active shooters or bombs. As an example, GridEx III utilized active shooter, vehicle-borne bombs and drones. If you are subject to Standard CIP-014-2 or Standards CIP-002 - 011, we strongly recommend you consider this threat vector in your vulnerability assessments. While not an explicit requirement of the standards today, it could be argued that the standards are implicitly defined to be inclusive of such identified threat vectors. More importantly, future standards development may explicitly include these threat vectors to Control Centers. CRSI can assist you with recommendations and solutions in this area.

iCloud and Siri Teams at Odds as Apple Seeks to Move Cloud Services In-House

Apple's efforts to move its cloud infrastructure in-house for its web services are being slowed by "political infighting" between the company's iCloud and Siri engineering teams, according to The Information.
The paywalled report claims that the fighting is holding back Apple from fixing "technical problems that have plagued iCloud and iTunes," while at least one key engineering manager is said to have departed the company over the ongoing conflict.

Steve D’Aurora, an engineering manager in a team led by Patrick Gates, resigned last week. That’s raised the possibility that Mr. D’Aurora’s superior, Darren Haas, a “head of cloud engineering,” would leave as well. Both Mr. D’Aurora and Mr. Haas joined Apple through its 2010 acquisition of Siri, the voice-activated assistant on the iPhone.

Multiple sources claim that Apple is working on building its own internal cloud infrastructure, known as "Project McQueen" internally, to reduce its dependence on services like Amazon Web Services, Microsoft Azure, and Google Cloud Platform. Apple spends an estimated $1 billion or more on cloud services each year.

Apple reportedly inked a $400 to $600 million deal with Google last year to "significantly" cut down on its reliance on Amazon Web Services, but its reliance on third-party providers should decrease as it builds or expands new data centers in Arizona, Nevada, Oregon, Ireland, and Denmark.

The new infrastructure is meant to help improve the reliability of iCloud and Apple’s other apps. The infrastructure work has taken on added significance this year. Apple CEO Tim Cook has publicly played up the company’s intention to generate more Internet-services revenue from existing iPhone owners, including from the App Store and things like Apple Music.

In June 2015, it was reported that Apple is building a high-speed content delivery network and planning to upgrade its data centers with more of its own equipment. The foundation of the high-speed data network was reported to be long-haul pipes connecting Apple data centers in California, Nevada, North Carolina, and Oregon.

Apple may be enlisting Chinese server vendor Inspur to help migrate its cloud services in house. Inspur already has employees and facilities close to Apple's headquarters in California, including an R&D team and production center, and it has previously agreed to partnerships with Microsoft, Intel, IBM, and other technology companies.Tags: Siri, theinformation.com, Google Cloud Platform, AWS

The XEM7360 fully supports Opal Kelly’s popular cross-platform FrontPanel SDK for FPGA configuration and host communication using a simple API in C/C++, C#, Python, Java, and Ruby programming languages. The XEM7360 may also be configured to boot the FPGA in non-tethered mode from the on-board SPI Flash.

Several on-board power supplies efficiently generate all required power rails from a single 5-volt input. Three programmable power rails are available to the user peripheral to accommodate different FPGA I/O voltages. Opal Kelly's Device Sensors API is also supported providing real-time voltage and current monitoring of several of the power rails as well as board temperature and FPGA temperature. Kintex-7 transceivers support the JESD204B data converter serial interface, serial standards such as PCI Express, DisplayPort, SATA, HD-SDI, XAUI, Aurora, and others operating at up to 12.5 Gb/s. Over 190 FPGA fabric I/O are available on the two Samtec expansion connectors.

The XEM7360 is a perfect match for the company’s Integration and Acceleration target markets. System integrators can build fully-operational prototype and production designs with peripherals developed in-house. With ample logic resources, the Kintex-7 is also suited to signal processing and image processing for acceleration tasks when mated to image capture or data acquisition hardware.

JESD204B is a data converter serial interface standard created through the JEDEC committee to reduce data I/O counts for high speed data converters. The standard is now supported by several converter manufacturers such as Analog Devices, Texas Instruments, Intersil, IDT, Linear, and many others as well as FPGAs from Altera and Xilinx. The XEM7360 is a cost-effective host for JESD204B converters such as the Analog Devices AD9250. Engineers building systems with JESD204B converters can take advantage of the XEM7360 during prototyping and integration to dramatically improve time to market of production systems. Xilinx LogiCORE IP is available (from Xilinx) for the Kintex-7 to support customer design.

‘Heir Apparent’ at Aurora a crude but clever adaptation

Within the first minute or two of “The Heir Apparent” at Berkeley’s Aurora Theatre, there’s a sex joke and a scatological laugh line. Freely translated and adapted by David Ives — he refers to his work as “transladaptation” — Jean-François Regnard’s 1708 comedy “Le Légataire universel” has become a crude but clever sitcom on a theme of “greed is gross.” Ives pays tribute to Regnard, who is something of a runner-up to Molière’s reigning champion of French satire and hilarity, by keeping the play in rhymed verse. The Aurora’s “Heir,” which opened on Thursday, April 21, is the latest in what appears to be a long victory lap for Ives’ version of the play, which was created in 2011 for the Shakespeare Theater Company in Washington, D.C., and has been adored wherever it has been produced. Director Josh Costello’s production has plenty of bounce thanks to an adept cast headed by Julian López-Morillas as Geronte, the miserly misanthrope teetering on the brink of death, or at least everyone in his household hopes he is because they can’t wait to get their hands on his millions. Eraste’s efforts to weasel his way into his ailing uncle’s will are abetted by servants Lisette (a rapturously droll Katie Rubin) and Crispin (Patrick Kelly Jones), who takes his duties seriously enough to effectively imitate Geronte’s far-flung relative from New York, his pig-farming niece from the countryside and, in a state of true desperation, old Geronte himself. Forget the satire, forget the rhymed verse (which is actually funny more often than it’s not) — when Kelly is going full steam, he’s a comedy marvel, and his impressions stand out as great little sketches within the play. “The Heir Apparent” is a well-produced bauble, pure fun all the way to its ending, which lands squarely in the lap of another great comedy, this one a 20th-century classic, when everyone on stage embraces love over money, realizing at last, that you can’t take it with you. The Chicago Pension Scandal: $100,000+ Teacher Pensions Costing Taxpayers $1 Billion As we've known for quite some time now, Illinois is completely insolvent, and in large part due to enormous pension liabilities which as of December were *underfunded to the tune of $111 billion*. Not only is the state insolvent, its millionaires can't get out fast enough to avoid the massive tax hikes that will be coming in what is sure to be a failed effort to plug budget holes, as well as the soaring criminality in cities such as Chicago which recently just passed the historic milestone of 1,000 gunshot victims in the fastest time in decades.

Citing unfunded pension plans, Moody's downgraded Illinois to Baa1, and gave it a negative outlook back in October. The issue with the pension funds (aside for the massive shortfall in funding) is that per the Illinois Supreme Court, benefits cannot be altered. In a ruling last year, the state's Supreme Court overturned a 2013 law that tried to ease the burden of what was then a $105 billion funding gap.

"*Crisis is not an excuse to abandon the rule of law*. It is a summons to defend it." the supreme court said in its ruling.

In other words, regardless of the fact that the pension funds are insolvent, the state cannot cut benefits to any of its participants. This is in stark contrast to the multi employer private pension funds, which as we pointed out, are able to cut benefits in order to keep the funds solvent.

At this point, it's clear that without the ability to cut pension benefits, most plans will end up insolvent, at which point nobody will be receiving benefits. Until that point comes, however, there are a few who are living quite well off of the system.

As Forbes' Adam Andrzejewski reports, there are currently 7,499 teacher retirees that earn at least six figure pensions, and he estimates that in just six years, the number will be three times what it is today because, as we noted previously, the Illinois Supreme Court recently confirmed that pension benefits are constitutionally guaranteed and "the public employee gravy train is running faster than ever."

Now, there would be *nothing wrong *with these retirees collecting the "annuity" benefits after paying to the retirement plan for years as most other honest, hard-working employee do. There is just one problem: this was a human system, and like every human system (especially in Illinois) it was impeccably gamed from the beginning. Especially when Chicago is involved as it is here.*

Take the example of two union lobbyists who *substitute taught for one-day in the public schools and then started collecting over $1 million of lifetime public ‘teacher’ pension payout – despite a state law expressly designed to stop them*.

And now take all the other 7,499 educators. The retirees in question paid so little into their own retirement (*breaking even on their cost basis within the first 20 months of retirement)* that taxpayers *now face a $900 million bill just to keep the pension payments flowing! *

Not unexpectedly, a well known culprit behind this systemic abuse emerges: *the city of Chicago*. As the following map showing where the 7,499 six-figure educator pensions located, most of the ‘heat’ is in the six-county area around Chicago.

This week, our organization at OpenTheBooks.com debuted our interactive info mapping platform giving context to *the 7,499 retired Illinois educators who pulled-down a pension of $100,000 or more*. These retirees cost Illinois taxpayers $900 million (2015). *Individually, these pension millionaires contributed so little to the system that they ‘broke-even’ on their ‘cost-basis’ within the first 20-months of retirement*.

*It takes the equivalent of all income taxes paid by 330,177 individual Illinois taxpayers to fund the nearly $1 billion for the 7,499 ‘highly compensated’ six-figure retirees*. By any estimation, this is unsustainable. Illinois only has 6.2 million people with jobs.



 

The article goes on to point out that by 2017, Illinois tax payers will be on the hook for more than 10,000 educator pensions that pay more than $100,000 a year, and by 2022 that number rises to over 20,000 people pulling in six figures after retirement. Readers can probably calculate on their own the nominal dollar taxpayer support that will be needed then.

Adam also draws attention to another critical issue further burying taxpayers, which is double-dipping.



[M]any administrators taking six-figure pensions really aren’t even ‘retired.’ Twenty-one highly compensated school administrators are now members of the municipal system, not the teacher’s system. *It’s double-dipping: receiving a ‘teacher’ retirement pension, while also rehired by a school under the ‘municipal’ plan*.

This form of doubling-dipping is not prohibited under Illinois law. It should be. *For example, Mohsin Dada made $503,200 by double dipping the Teacher’s Retirement System (TRS) and the Illinois Municipal system (IMRF)*. Dada’s teacher pension is $254,700 and his current salary from North Shore School District 112 is $248,510 – up from $202,903 just three years ago (2012).



It gets wose: the public pension largess is not only for government educators, but also private education associations and union bosses. For example, Reginald Weaver was President of the National Education Association (NEA) in Washington, D.C. – the de facto national teacher’s union. Weaver’s Illinois teacher’s pension is now $22,759 per month, or $273,108 annually.

And lest we forget about the fact that outside of the tens of thousands of retirees who are making six figures, there are another 100,000 pensions for rank and file teachers who make less than that. Include these members, and an estimated *$1 out of every $3 collected by the Illinois income tax now goes toward retirement annuities. That's the equivalent of all income taxes paid by 2 million Illinois taxpayers every year*.

The systemic abuse of the system goes to the very core: locally, school districts are spiking salaries – granting raises near the end of a career to raise guaranteed pensions – which drives costs even higher. The fraud appears to be focused on the city of Chicago. Some examples:

· Northern Illinois school districts are driving the majority of $100,000 pensions. *In fact, 6,706 pensions for over $800 million in annual payouts were conferred by districts in the Chicago metropolitan suburban area. *Only 793 six-figure pensions totaling $95 million in annual payouts were conferred by school districts in the rest of the state. Yet, income-taxpayers across the whole state guarantee the retirement annuities for everyone.
· The Top 100 All-Time pensions: #1 $302,991 (Lawrence Wyllie at Lincoln-Way CHSD) to #100 $200,812  (Michael Radakovic at Aurora East USD 131). Read the Top 500 All-Time IL teacher pension list.
· The Top 5 school districts conferring six-figure pensions are Palatine TWP HSD 211, Palatine (449); Township HSD 214, Arlington Heights (419); Consolidated HSD 230, Orland Park (196); Northfield TWP HSD 225, Glenview (188); Maine TWP HSD 207, Park Ridge (180).

Given what we know about the situation, there is no path forward that will save these pension funds from going insolvent. This brings us to an interesting twist... Under Illinois state law, the pension system is required to reach 90% funding by 2045. We're curious if by that point, the state supreme court will view crisis as being a valid excuse to "abandon the rule of law."
