Philippines advises evacuation as Typhoon Koppu approaches MANILA, Philippines (AP) — Typhoon Koppu grew stronger but was moving slower toward the northeastern Philippines late Saturday as the government urged local authorities to issue forced evacuations of residents in flood-prone areas.

Local officials have been advised to conduct the "forced evacuation" of communities historically hit by flash floods and landslides as well as coastal villages at risk from destructive storm surges that could reach as high as 3 meters (10 feet), civil defense chief Alexander Pama said.

"The situation is critical because the winds are getting stronger and it will get stronger as (Koppu) moves closer," he said.

Regional civil defense chief Norma Talosig said villagers have been voluntarily moving to safer ground or emergency shelters since early Saturday. He could not immediately give the number of evacuees.

Heavy rains are expected to inundate many areas on the main northern island of Luzon even before the typhoon makes landfall early Sunday, acting weather bureau chief Esperanza Cayanan said.

Cayanan said another typhoon farther east and a high pressure area north of the country would hold Koppu in a "semi-stationary" position and shroud most of Luzon with an enormous band of thick rain clouds.

"We are looking at the possible worst scenario, not to scare but to allow us to prepare," Cayanan said. "If it stays 24 hours ... and the downpour is sustained, we will surely have floods and landslides."

She said the typhoon's cloud band was about 600 kilometers (375 miles) across, unleashing the most intense rain close to the center.

By 6 p.m. Saturday, the typhoon was about 200 kilometers (125 miles) east of Aurora province, where Koppu is predicted to make landfall. It was packing sustained winds of 175 kilometers (109 miles) per hour, and gusts of up to 210 kph (131 mph). It slowed to a crawl from 15 kph (9 mph) Friday to 10 kph (6 mph). Forecasters said it could grow stronger before it hits land.

AccuWeather said Saturday that the combination of a typhoon's slow movement and its powerful winds "could spell a disastrous situation for residents and communities in its path."

President Benigno Aquino III appeared Friday on national television to warn Filipinos about the typhoon and appealed for cooperation to prevent casualties.

It was the first time Aquino had personally issued a storm warning on television since super Typhoon Haiyan barreled through the central Philippines in November 2013, leaving more than 7,300 dead or missing.

Aquino said an estimated 1.5 million families, or about 7.5 million people, would need relief assistance.

Metropolitan Manila, the sprawling Philippine capital of 12 million, about 145 kilometers (91 miles) southeast of Aurora, will be spared from the brunt of the typhoon but it is expected to be drenched with intense rain starting late Saturday, forecaster Adzar Aurelio said.

Koppu will likely be equivalent to a Category 3 or 4 hurricane, which could cause devastating to catastrophic damage, according to AccuWeather Meteorologist Adam Douty.

Douty said that 300-600 millimeters (12-24 inches) of rain is expected to be widespread on Luzon, but that certain areas could be inundated by over 900 millimeters (36 inches), which would be "sure to trigger severe and life-threatening flooding and mudslides."

Koppu will be the 12th storm to hit the Philippines this year. An average of 20 storms pummel the country annually.

Major Assault Weapons Case May Be Heading To The Supreme Court

WASHINGTON (AP) -- The Supreme Court has so far resisted elaborating on two landmark decisions that established a nationwide right to defend one's home with a gun.

That could change with a new appeal filed by gun owners that challenges a Chicago suburb's assault weapons ban.

The appeal by Dr. Arie Friedman and the Illinois State Rifle Association argues that the City of Highland Park has violated their constitutional rights by banning some of the most popular semi-automatic guns in the United States, as well as ammunition clips of more than 10 rounds.

The justices put off consideration of the appeal last week. In recent years, the court has almost always deferred action on an appeal before agreeing to take it up.

The court could say as early as Monday whether it will hear the case.

Friedman is a practicing pediatrician and owner of semi-automatic weapons. He lost a bid for the state Senate as a Republican in 2012 in a campaign in which some conservatives complained about his support for abortion rights. In recent days, Friedman has used his Twitter account to offer tips for Israelis who want to arm themselves in public. He did not respond to messages left with his medical practice.

The Supreme Court's 2008 decision in District of Columbia v. Heller and the 2010 decision in McDonald v. Chicago focused mainly on the right to defend one's own home. Gun rights groups have failed repeatedly to get the justices to say how broadly the Second Amendment protects gun rights.

The court has turned away challenges to gun laws at least three other times in cases that involved whether people have a right to be armed in public.

Even though lower courts have mainly upheld gun restrictions, the Highland Park case arises out of a decision by the federal appeals court in Chicago that struck down the only statewide ban on carrying concealed weapons, in Illinois.

In 2013, when state lawmakers reacted to the court ruling by making it legal to carry a gun, they gave cities around the state 10 days to come up with local restrictions on assault weapons, or forfeit their right to do so.

Highland Park was one of fewer than 20 municipalities, all in the Chicago area, to enact regulations or bans, according to the rifle association.

The city's assault weapons ban was upheld by the appeals court in a 2-1 decision.

"If a ban on semi-automatic guns and large-capacity magazines reduces the perceived risk from a mass shooting and makes the public feel safer as a result, that's a substantial benefit," Judge Frank Easterbrook wrote for the court. Variations of the Bushmaster AR-15, one of the guns specifically banned by Highland Park, were used in the Newtown, Connecticut, school massacre and the theater shootings in Aurora, Colorado.

In dissent, Judge Daniel A. Manion said individuals, not elected officials, get to choose which guns they prefer for self-defense.

"To limit self-defense to only those methods acceptable to the government" creates an "enormous transfer of authority from the citizens of this country to the government - a result directly contrary to our Constitution and to our political tradition," Manion wrote.

Twenty-four states and other gun-rights groups are supporting the appeal at the Supreme Court.

The justices' refusal to say more about gun rights has allowed, even encouraged, federal judges to take a narrow view of the meaning of the Second Amendment, West Virginia Attorney General Patrick Morrisey said on behalf of the states. "It is time for this court to intervene."

The case is Friedman v. City of Highland Park, 15-133.

Typhoon Koppu weakens but still dangerous in Philippines ZARAGOZA, Philippines (AP) — Army, police and civilian volunteers scrambled Monday to rescue hundreds of villagers trapped in their flooded homes and on rooftops in a northern Philippine province battered by slow-moving Typhoon Koppu.

The typhoon blew ashore into northeastern Aurora province with fierce wind and heavy rains early Sunday, leaving at least two dead, forcing more than 16,000 villagers from their homes, and leaving nine provinces without electricity.

But after its landfall, the typhoon weakened, hemmed in by the Sierra Madre mountain range and a high pressure area in the country's north and another typhoon far out in the Pacific in the east, government forecasters said.

By Monday morning Koppu was located over Ilocos Norte province with winds of 120 kilometers (74 miles) per hour and gusts of up to 150 kph (93 mph). Several of the affected provinces, led by Nueva Ecija, were inundated by flash floods that swelled rivers and cascaded down mountainsides, trapping villagers in their homes and on rooftops, said Nigel Lontoc of the Office of Civil Defense.

"There were some people who needed to be rescued from the roofs of their homes," Lontoc told The Associated Press by telephone on Monday. "But our rescuers couldn't penetrate because the floodwaters were still high."

Hundreds of soldiers, police and volunteers have converged on Nueva Ecija, a landlocked, rice-growing province in the heartland of the main northern Luzon island, to help villagers whose homes had been flooded, said Lontoc, adding there have been no deaths reported so far in Nueva Ecija's flooding.

Erwin Jacinto, a 37-year-old resident of Nueva Ecija's Santa Rosa town, said the flooding turned his farmland into "nothing but mud."

Jacinto spoke from the top of a high-level bridge that juts out from his flooded town and where dozens of farm villagers like him stayed in the open overnight with their families, and their pigs and chickens.

Koppu's winds knocked down trees and electric posts, leaving nine provinces without power. Authorities suspended dozens of flights and sea voyages, and many cities canceled classes on Monday.

A teenager was pinned to death on Sunday by a fallen tree, which also injured four people and damaged three houses in metropolitan Manila. In Subic town, northwest of Manila, a concrete wall collapsed and killed a 62-year-old woman and injured her husband, officials said.

President Benigno Aquino III and disaster-response agencies had warned that Koppu's rain and winds may potentially bring more damage with its slow speed. But government forecasters said that there was less heavy rain than expected initially in some areas, including in Manila, but that fierce winds lashed many regions.

Koppu, Japanese for "cup," is the 12th storm to hit the Philippines this year. An average of 20 storms and typhoons each year batter the archipelago, one of the world's most disaster-prone countries.

In 2013, Typhoon Haiyan, one of the most ferocious storms on record to hit land, barreled through the central Philippines, leveling entire towns and leaving more than 7,300 people dead or missing.

Washington Post Managing Editor Kevin Merida is leaving the paper to become a senior VP at ESPN and editor-in-chief of The Undefeated, executive editor Marty Baron announced on Monday.

At ESPN, he’ll oversee coverage of the new site dedicated to the intersection of sports, race and culture.

“I expect there is not a person in our newsroom, or in our entire organization, who is not heartbroken over this decision, even as we wish Kevin the very best in his new position and know that he will perform brilliantly,” executive editor Marty Baron wrote in a memo to staff.

Merida joined the Post in 1993 as a congressional correspondent and worked his way up to managing editor in 2013.

In his tenure, he covered Congress and presidential campaigns and oversaw coverage for the BP oil spill, Osama bin Laden’s death, mass shootings at Ft. Hood, Aurora and Newtown and political battles over health care and debt ceiling.

“I’m not going to go through Kevin’s long history of accomplishments at The Post,” Baron continued. “It doesn’t seem the right moment to recite his impressive resume. Over the past several weeks, so many of you, having heard that Kevin Merida was considering a job at another news organization, have urged him to stay. Insisted he stay, in fact. I’ve been doing the same.

I’m sad to report that Kevin is leaving us all profoundly disappointed. He has accepted a job as senior vice president at ESPN and editor-in-chief of The Undefeated, a digital site that will explore the intersection of sports, race, and culture.

I expect there is not a person in our newsroom, or in our entire organization, who is not heartbroken over this decision, even as we wish Kevin the very best in his new position and know that he will perform brilliantly.

I feel a particular loss. My first appointment after joining this amazing newsroom – about a month after my arrival — was to name Kevin managing editor. He has been a treasured colleague, partner, and friend.

Kevin is a superb newsman, with consistently sound judgment and an exquisite sense of story. He is a natural leader who provides smart and thoughtful guidance on coverage and conundrums of every type. He sees journalistic possibilities when the rest of us are blind to them. He is a wise and trusted counselor to legions of Post journalists – and journalists throughout the country. He played a central role in helping The Post build a talented, diverse staff. He has high expectations of everyone, especially himself. Above all, he is a man of abundant generosity and humanity.

I am thinking what all of you are thinking: It is hard to imagine our newsroom without him.

I’m not going to go through Kevin’s long history of accomplishments at The Post. It doesn’t seem the right moment to recite his impressive resume. He has been here 22 years, and there would be so much to cover. His influence is everywhere in our newsroom. We are incalculably better for it.

Kevin’s last day will be Friday, October 30. We’ll find a fitting way to celebrate him before he leaves — and to thank him for all he has meant to us.

Friday, October 16 Graebel Companies, Inc. was honored as with the Gold Environmental Leader award at the 16th annual Environmental Leadership meeting at the Wings Over the Rockies Air & Space Museum in Denver, Colorado. The Colorado Department of Public Health and Environment, in partnership with the Pollution Prevention Advisory Board and the Colorado Environmental Partnership presented the award based on outstanding environmental achievements that help keep the state of Colorado a desirable place to work and live.

Bernie Sanders To Discuss Gun Law With Parents Of Aurora Shooting Victim

Sen. Bernie Sanders (I-Vt.) will meet with the parents of a woman who was killed in a mass shooting in 2012 to discuss the Democratic presidential candidate's vote in favor of a controversial gun law.

The Sanders campaign told The Huffington Post Tuesday that it had arranged for the senator to meet with Lonnie and Sandy Phillips, whose daughter, Jessica Ghawi, died at age 24 in the shooting at a movie theater in Aurora, Colorado.

The couple wants to speak with Sanders about his support for the Protection of Lawful Commerce in Arms Act, a 2005 law that shields gun manufacturers and dealers from legal liability. The legislation prohibits civil liability lawsuits against the manufacturers, distributors and dealers of guns and ammunition for "damages, injunctive or other relief resulting from the misuse of their products by others."

The PLCAA is personal for the Phillipses. Last year, they sued the company that sold the bullets to the gunman who killed their daughter, and the legislation played a role in getting that lawsuit dismissed. 

“We are aware of your vote on the Protection of Legal Commerce in Arms Act and that you still stand beside that decision,” Lonnie and Sandy Phillips wrote in an email they say they sent to Sanders’ staff on Oct. 8. “We would like an opportunity to meet with you and have a dialog on this issue so we can better understand why you made the decision to vote for this egregious law.”

The couple sued Lucky Gunner, which owns bulkammo.com, in September 2014 for selling 4,000 rounds of ammunition to James Holmes, the Aurora shooter, without vetting him. The suit also named three other online retailers that sold Holmes ammunition and other paraphernelia.

A federal judge dismissed the lawsuit in June, and ordered the parents to pay over $200,000 to Lucky Gunner to cover the company's legal fees. According to Jonathan Lowy, director of the legal action project for the Brady Center to Prevent Gun Violence, the 2005 law was part of the reason for dismissal. (The Brady Center represented the Phillipses pro bono in the lawsuit.)The Coalition to Stop Gun Violence, which has been working with the Phillipses, confirmed on Tuesday that the meeting with Sanders has been scheduled.

“The gesture is appreciated,” Ladd Everitt, the coalition's communications director, told HuffPost. “Some great dialogue on gun issues is happening right now in Democratic politics and we want Senator Sanders to be part of that. We want him to lead on this.”

Everitt declined to comment on the timing or the location of the meeting, deferring to the Phillipses. Neither the Phillipses nor Sanders' staff responded to questions about when and where the conversation will occur.

Sanders voted for the 2005 law as a member of the House of Representatives and, until recently, defended the vote without reservation. Earlier this month, however, Sanders said he would be open to amending the legislation, claiming he had backed it out of concern for small-time gun sellers, not for gun manufacturers.Sanders’ rivals for the Democratic presidential nomination have identified his record on gun policy as one of the few areas where they can portray themselves as more progressive than the fiery independent senator.

Former Maryland Gov. Martin O’Malley invited the Phillipses to the first Democratic debate last Tuesday, and used their story as a way to attack Sanders for supporting the PLCAA.

“You want to talk about a -- a rigged game, Senator? The game was rigged,” O’Malley said of the Phillipses' lawsuit.

“I think the governor gave a very good example about the weaknesses in that law and I think we have to take another look at it,” Sanders responded.

Front-runner Hillary Clinton also attacked Sanders for his vote.

“I voted against it. I was in the Senate at the same time. It wasn't that complicated to me,” Clinton said. “It was pretty straightforward to me that he was going to give immunity to the only industry in America.”

Sanders vehemently defends his support for gun control. In addition to expressing an openness to changing the liability law, the senator notes that he supports expanding background checks by closing the so-called gun show loophole among other measures, as well as banning assault weapons.

He argues that as a progressive with a D-minus rating from the National Rifle Association who is also from a largely rural state with relatively lax gun laws, he is uniquely positioned to bridge the political divide on gun control.

Sanders’ meeting with the Phillipses could give him a chance to improve his standing with gun control proponents. Yet the campaign is already on the defensive regarding its discussions with the Phillipses about the planned meeting.

The Phillipses say they first requested a meeting via email on Oct. 8, but did not receive a response until Monday, after the Coalition to Stop Gun Violence issued a press release slamming Sanders for failing to respond. The release included the text of the Phillipses' email to Sanders’ staff.

The campaign confirmed that it reached out to the Phillipses on Monday, but would not say why it did not initially respond to the request.

LONDON — A photographer in Scotland has captured the mesmerising majesty of the Northern Lights without even trying.

Maciej Winiarczyk set up a timelapse on the banks of Loch More in Caithness to record the apparent movements of the Milky Way as the earth rotated, and returned to find his camera lit up with luminous flashes.

The Aurora Borealis - often such an elusive phenomenon to Lights hunters - flashed across the screen to the surprise of Winiarczyk.
