The Midterm Election in Aurora, Colorado Where My Son Was Shot Must Address Gun Control

For those who know me or have heard me speak, you know I measure time in Fridays. This Friday will mark the 112th Friday since my son Alex Sullivan was murdered on his 27th birthday in the mass shooting at the Aurora movie theater along with 11 others.After Alex's death, when the wakes and funerals were over and the news trucks left town, I was left to figure out my own way of dealing with the loss of a loved one. Reading and re-reading the cards and letters offered me some comfort, but there were just too many questions left unanswered and an overwhelming sense of confusion about how this happened to me. I wanted to know how we as a society got to this point. And more importantly, I wondered what I could do to help make a change.I began to go to the Colorado State Capitol to hear the discussions on common-sense gun legislation. I stood in line to testify on bills, like the one that would require background checks on all gun sales, and shared my experience about the effect gun violence had on my family and me.During this time, my wife, daughter and I also met with our Representative, Mike Coffman, who represents Colorado's 6th Congressional District, which is also home to the Century 16 movie theater. He was courteous, showed compassion and asked us lots of questions. But what he didn't offer was any solutions. Since then, I have sat down with Congressman Coffman on at least three separate occasions in Aurora. I also visited his office in Washington, DC with two other parents whose children were killed in the theater shooting. You might think after all of this time Rep. Coffman would have shared his plan to curb these acts of senseless gun violence plaguing our community. But he hasn't. After all this time, Rep. Coffman is still the one asking questions.Not only has Mike Coffman failed to offer solutions, he seems to be working against the interests of our communities. He voted to require Colorado to allow people from other states, including states with lax or no gun safety training requirements, to carry concealed weapons in our communities, streets, churches, and playgrounds. When some legislators suggested excluding dangerous criminals like convicted sex offenders, stalkers, and suspected terrorists, Coffman voted to allow them to carry weapons anyway.Colorado did the right thing and closed the loophole that made it easy for criminals, convicted domestic abusers, and the seriously mentally ill to buy guns without any questions asked. But we need federal action because criminals in many other states -- including six of the seven states bordering Colorado -- can go online or to gun shows and buy guns easily without a background check.Responsibility for closing this loophole on the federal level lands squarely on the shoulders of Rep. Coffman and his peers in Congress. And yet, when asked at a recent congressional debate in Aurora whether he would vote in favor of the Manchin-Toomey bill that would require every gun purchaser -- including strangers who meet online -- to go through a background check so we can keep guns out of the hands of dangerous people, Rep. Coffman said he would not support it.Again, he offered no solutions of his own to curb gun violence. It angered me to hear Mike Coffman dismiss this common-sense approach, supported by 92 percent of gun owners nationwide.Coffman's opponent, Andrew Romanoff, on the other hand, did not hesitate in offering his full support of Manchin-Toomey. "Surely we can make it a little harder if not impossible for people with violent criminal backgrounds or serious mental illnesses from acquiring firearms," he said. "Which is worth pointing out, cross state lines. That's why federal legislation in this case makes sense."Our elected leaders need to lead us out of the darkness that surrounds us during times like these. Our elected officials in Washington, like Rep. Coffman, have been lacking in that leadership and I, for one, want to see that change.With the midterm elections just days away, now is the time to ask our elected officials in Washington where they stand on gun violence prevention. It's really that simple. Stay engaged in the process, talk about the issues, get the information you need to make the right decision and most of all, vote for candidates who support common-sense public safety measures that will save lives.These issues are too important. Our children's lives and our communities are at risk. Let the politicians in Washington know that enough is enough. We will work for a change, whether it is with them or without them. Change is coming.

States Weighing Legal Pot Look To Tax Revenues In Colorado, Washington

When voters in Alaska, Oregon, Washington, D.C., Florida and Guam head to the polls in November to decide whether to legalize marijuana, either for medical or recreational use, some may wonder how much new tax revenue legalization might bring in.

The answer, according to early returns in Colorado and Washington: nobody knows.

In Washington, which opened the doors to recreational marijuana (also known as retail or adult-use marijuana) on July 9, the state expects to collect taxes of $3 million on sales of $12 million as of September 8. Washington imposes taxes of 25 percent at the producer, processor and retail levels. Because state officials were unsure how much revenue the new market would bring in, the state is not counting it as revenue to fund its current two-year budget

In Colorado, sales of retail marijuana have reaped about $18.9 million in state taxes (with a percentage to go to local governments) from January through June 30, according to the state Department of Revenue. That’s about 46 percent of what the Colorado Legislative Council, the nonpartisan research staff to the state’s General Assembly, predicted before legalization. But sales of retail marijuana are continuing to climb, and reached their best month yet in July.

Advocates of legalization say that however much tax revenue legal marijuana generates, it is money that would have otherwise ended up in the black market.

“We believe the figures we’ve seen come out of these two states so far have been overwhelmingly positive, especially when contrasted with the previous policy of prohibition,” said Erik Altieri, spokesman for the National Organization for the Reform of Marijuana Laws (NORML), which lobbies in favor of legalizing marijuana.

But Calvina Fay, executive director of the Drug Free America Foundation, which opposes the legalization of marijuana for recreational use, said the revenue raised will not be sufficient to cover costs to society of increased marijuana use.

“If you look at alcohol and tobacco, at a national level, we are not raising enough in tax revenues to cover the societal costs related to those two drugs,” Fay said. “Why would we think marijuana would be any different?”

Among the states that are watching are Alaska and Oregon, which have ballot measures to tax and regulate the production, sale and use of non-medical marijuana. Washington, D.C. could allow the possession of up to two ounces of marijuana. Voters in Florida and Guam will consider legalizing medical marijuana.

Colorado Assumptions

Before Coloradans voted in 2012 to legalize recreational marijuana, pro-legalization advocates aired a jingle: “Jobs for our people. Money for schools. Who could ask for more?”

But estimating revenue for a new market – particularly for something that was previously illegal – is a tricky enterprise. (Recently, states have also struggled to accurately forecast tax revenue from online gambling, for example.) 

Even now, it’s hard to tell exactly why the state’s projections were too high, according to Larson Silbaugh, a senior economist with the Colorado Legislative Council who worked as part of a team to forecast marijuana tax revenue.

“You’re forecasting an illicit drug and there isn’t good, reliable information on it,” Silbaugh said.

In Colorado, retail marijuana is subject to a 15-percent excise tax, which is based on the wholesale market rate, and a 10-percent tax on retail sales, in addition to the 2.9-percent retail tax that is also charged on medical marijuana. Last fall, voters approved the 15-percent and 10-percent taxes, with the first $40 million from the 15-percent excise tax earmarked for school construction projects and the proceeds from the 10-percent tax dedicated to paying for the regulations governing legalized marijuana, such as licensing retailers. One reason recreational marijuana sales have been lower than predicted is that fewer people than expected have shifted from medical marijuana to retail marijuana.

State Rep. Dan Pabon, a Democrat who chairs a special legislative committee on marijuana revenue, said another problem is a provision in Colorado law that allows “caregivers” to grow medical marijuana for other people.

"What we’ve seen is caregivers may be diverting product from their patients and putting it onto the black market,” Pabon said. “That’s having an impact on recreational sales because people aren’t going to the regulated market as much as we had planned for.” Some longtime marijuana users, it seems, are reluctant to abandon their trusted suppliers, even though there is now a legal alternative. The committee is considering legislation aimed at tightening up regulations around caregivers, Pabon said.  

Phyllis Resnick, lead economist for the Colorado Futures Center at Colorado State University, said that while lower taxes may be one reason many people have stayed with medical marijuana, she expects that eventually more users will shift to the retail market rather than renew the paperwork required to use medical marijuana, for example.

The retail environment for recreational marijuana in Colorado is changing day to day. For example, local jurisdictions determine whether to allow retail marijuana stores, so more stores are opening as more cities and counties approve them. Aurora, the state’s third-largest city, recently awarded its first licenses, for example.

Another change that could affect sales: Under current state rules, those in the marijuana business must both produce and sell marijuana, but starting in October, businesses can choose to do one or the other.

“With any new market, it takes a while for it to settle,” Resnick said. “It’s not going to find its resting place probably for another year or more.”

Lessons for Other States

Twenty-three states and the District of Columbia currently allow medical marijuana, according to the National Conference of State Legislatures (NCSL). Another 11 states allow limited access to specific medicinal products with low levels of THC, the active ingredient in marijuana. Many of the states that allow medical marijuana tax it through a general sales tax, as over the counter medications are typically treated, according to Karmen Hanson, a program manager for NCSL.

The Marijuana Policy Project, which lobbies to end the prohibition of marijuana, has campaigns to legalize non-medical marijuana through ballot initiatives in a number of states, including Arizona, California, Maine, Massachusetts and Nevada. They are also pushing legislation in Rhode Island, Vermont and New Hampshire.

Resnick warned that other states considering legalizing marijuana shouldn’t expect marijuana tax revenue to solve their fiscal woes.

The Colorado Futures Project’s most optimistic projections for marijuana tax revenue were in the neighborhood of $100 million annually, she said. Meanwhile, the state is facing long-term budget gaps in the range of $2 billion-$3 billion.

“All these promises that get made about free money to solve problems, marijuana is not going to be that,” Resnick said. “If you look at the state budget, if you look at alcohol tax vs. sales or income tax, it’s a couple of percentage points. That’s what marijuana revenue is going to be – it’s not going to be the budget workhorse.

Hanson said many states are hoping to learn lessons from Colorado and Washington.

“People are looking to Colorado and Washington as examples of is it going to fly or sink and it’s like any new program – it’s going to have needs and fixes that come down the road,” Hanson said. “Some will be apparent pretty quickly and some will take some time to show.” Reported by Huffington Post 22 hours ago.

Apollo Minerals, HPX intersect anomalous IOCG at Commonwealth Hill

Apollo Minerals (ASX:AON) and High Powered Exploration’s (HPX) recent drill program at their Commonwealth Hill joint venture project in South Australia has intersected anomalous iron, copper, gold and silver consistent with IOCG style deposits.

Follow up targets on the Commonwealth Hill JV area are currently being assessed.

The results also support Apollo’s regional exploration model including the high quality targets identified from recent geophysical programs at the Eaglehawk JV, where a drill program is currently underway.

High priority gravity-magnetic IOCG targets are now being tested as part of the maiden circa 2300 metres drill program at Mars Aurora Tank and Eaglehawk.

Results are expected at regular intervals from late September through to November.

*HPX Drilling*

The HPX drill program comprised four drill holes totalling 906 metres and targeted the Wirrida Intrusive Complex with the deepest hole drilled to a vertical depth of 305 metres.

Drilling tested chargeable anomalies from the preliminary interpretation of HPX’s Typhoon IP survey carried out in the second quarter this year.

Anomalous disseminated sulphide related IOCG geochemistry was intersected in WIRDD001 over an 8 metres interval from 284 metres and in B35DD001 over a 16 metres interval from 160 metres.

The program was the first drilling in the area to test the geology deeper than 100 metres below surface (the first 75 metres is typically transported cover and leached material).

Basic rock types and alteration patterns appear similar to that of one of South Australia’s most recent IOCG discoveries, BHP’s Wirrda Well, located 20km south of BHP Billiton’s Olympic Dam.

The drill results from HPX’s program indicate that the Wirrida Intrusive Complex may be an analogue to the White Hill Intrusive Complex which hosts the major Prominent Hill IOCG deposit, 100 kilometres to the east, and provide another solid indication that significant IOCG deposits may exist in the local area.

Apollo now plans to test a number of dense, high priority targets on the Eaglehawk tenement as part of the current round of drilling.

This current round of drilling is the first drilling program at the Eaglehawk JV to test for IOCG deposits in this recognised, High Priority IOCG Corridor.

It is focused on testing the top portion of a number of anomalies for alteration and IOCG mineralisation.

Prospects which return positive results are expected to be subject to additional deeper drilling focused on discovery and resource definition be fully testing the highest density parts of the targets.

Initial results from this current round of drilling are expected to be available by the end of September with final assays from the last holes drilled as part of this program becoming available in November.

Apollo had recently identified new priority targets at Eaglehawk from geophysical modelling and review of recent and historic surveys.

Brady Center, Victim's Parents Suing Ammo Shop That Sold Bullets to James Holmes The Brady Center to Prevent Gun Violence, together with Sandy and Lonnie Phillips, are filing a lawsuit against against Lucky Gunner--"which operates BulkAmmo.com"--which is where alleged Aurora theater gunman James Holmes bought ammunition. 

The Phillips' daughter, Jessica Ghawi, was killed during a July 2012 attack on theater goers for which Holmes has yet to face trial.

According to the Aurora Sentinel, the suit will be filed in the Arapahoe County District Court as part of the Brady Center's "national campaign against 'Bad Apple' gun dealers." The Brady Center says the suit will be "the first in the nation against online sellers of ammunition and military equipment." It alleges that the ammunition retailer did not "use any screening mechanism to determine [Holmes'] identity or intent for the products."

As Breitbart News previously reported, Holmes did pass background checks for the purchase of his firearms. 

On September 10, Breitbart News also reported that the Brady Center and Lindsay Fox were suing In Site Firearms for selling the gun that police say was eventually used to shoot and kill her husband, Officer Brad Fox. The individual who bought the gun has been imprisoned and admitted "lying on gun purchase applications," but the Brady Center is still suing as a way to hold "'Bad Apple' gun dealers... accountable."

A recent study by HIMSS shows demand for qualified health IT professionals are at an all-time high and a candidate’s skill set is the differentiating factor when filling a position. The skill most desired is that of an IT professional that has clinical workflow and terminology experience. “Technology and healthcare are two ever-changing industries. Smith details some of the must-have skills health IT professionals need to make themselves more marketable in the current healthcare market.

“Look for programs that use immersive learning technology to foster program comprehension so that you can immediately apply what you learn to your work to positively impact your career,” he adds. “This will help differentiate you from other candidates and position yourself for a successful career in this fast-growing industry.”· Adaptability to Change. The ability to adapt to changing parameters is very important in healthcare because healthcare reform and government mandates are every-changing. “It’s important that health IT professionals be alert to the latest trends and be prepared for how it will impact your healthcare facility’s plan and goals,” says Smith.

· Innovativeness. Healthcare is ever-evolving and health IT leaders will be challenged to think in new ways, adjust to change and lead change while creating new models of care.

“The phrase ‘innovate or die’ has never been more true than now as we enter the transformation that is pivotal to the future of healthcare worldwide,” says Smith.

Gabby Giffords Targets GOP Candidate for Defense of 2nd Amendment Gun control proponent Gabby Giffords is running an ad in Arizona targeting Republican congressional candidate Martha McSally's full-throated defense of the Second Amendment.

The ad accuses McSally of supporting a so-called "gun show loophole" because McSally does not think more gun laws are necessary. Moreover, McSally does not believe opposing more gun laws is the same as supporting "a loophole." Rather, she sees it as supporting "freedom."

According to AZ Central, McSally was asked about the "gun show loophole" in March 2012. She responded: 

It's not a loophole. It's the law. I mean the law is clearly based on the Second Amendment that we all have the right to keep and bear arms. And I have the right as a private citizen to sell my possession to anyone I want to. It's my lawful right. So, just like I sell my car, I can sell my gun. And so, that's the law. And it's not a loophole. It's freedom. 

Ironically, Elliot Rodger (Santa Barbara gunman), Ivan Lopez (2014 Fort Hood gunman), Darion Marcus Aguilar (Maryland mall gunman), Paul Ciancia (LAX gunman), Aaron Alexis (DC Navy Yard gunman), James Holmes (Aurora theater gunman), Jared Loughner (2011 Tucson gunman), and Nidal Hasan (2009 Fort Hood gunman) all passed background checks to acquire their firearms.
