*NASA's Jet Propulsion Laboratory *

From hopping/tumbling robots to gecko-inspired adhesives, a variety of technologies have been chosen by NASA for flight on commercial reusable launch vehicles and a commercial parabolic aircraft. The selections were made through NASA's Flight Opportunities Program. The program gives these 13 space technology payloads, including four from NASA's Jet Propulsion Laboratory, Pasadena, California, a chance to be tested before they are used in the harsh environment of space.

Including this latest selection, there have been 138 technologies selected for test flights facilitated by the Flight Opportunities Program of NASA's Space Technology Mission Directorate.

Parabolic aircraft flights will allow 11 of the new payloads to experience brief periods of weightlessness. The other two projects will fly on suborbital reusable launch vehicle test flights. The flights are expected to take place in 2014 and 2015.

The selected proposals requested flights on Zero-G Corporation's Boeing 727 parabolic flight aircraft, UP Aerospace's Space-Loft rocket and Masten Space Systems' Xombie vertical takeoff/vertical landing rocket.

Three of the JPL-led payloads will fly on the parabolic aircraft and one will go up on the suborbital reusable launch vehicle.

The payloads selected for parabolic aircraft flights are:

From JPL:

-- "Validating Microgravity Mobility Models for Hopping/Tumbling Robots," Principal Investigator (PI) Issa Nesnas

-- "Microgravity Rock Coring Drill Using Microspines" and "Gecko Adhesive Grippers in Microgravity," PI Aaron Parness

From other institutions:

-- "Reduced Gravity Flight Demo of SPHERES Universal Docking Ports" and "Reduced Gravity Flight Demonstration of SPHERES INSPECT," PI Alvar Saenz Otero of Massachusetts Institute of Technology in Cambridge, Massachusetts

-- "Reinventing the Wheel: Parabolic Flight Validation of Reaction Spheres," PI Alvin Yew of NASA¹s Goddard Space Flight Center in Greenbelt, Maryland

-- "Enhanced Dynamic Load Sensors for ISS Operational Feasibility for Advanced Resistive Exercise Device," PI Christopher Krebs of Aurora Flight Sciences Corp. in Manassas, Virginia

-- "Effects of Microgravity on Intracranial Pressure," PI Benjamin Levine of University of Texas Southwestern Medical Center in Dallas

-- "Noninvasive Hemodynamic Monitoring in Microgravity Phase II (Arterial Stiffness)," PI Gregory Kovacs of Stanford University in Stanford, California

-- "Payloads Separation Performance of a 6U CubeSat Canisterized Satellite Dispenser," PI Hans-Peter Dumm of the United States Air Force Space Vehicles Directorate in Albuquerque, New Mexico

-- "Dragon V2 Propellant Management Device Microgravity Testing," PI Robin Titus of Space Exploration Technologies Corp., (SpaceX) in Hawthorne, California

The payloads selected for flight on a suborbital reusable launch vehicle are:

From JPL:
-- "Fuel Optimal and Accurate Landing Systems Test Flights," PI Andrew Johnson

From Purdue University:

-- "Zero-gravity Green Propellant Management Technology," PI Steven Collicott of Purdue University in Lafayette, Indiana

NASA manages the Flight Opportunities manifest, matching payloads with flights, and will pay for payload integration and the flight costs for the selected payloads. No funds are provided for the development of these payloads.

The Flight Opportunities Program, part of NASA's Space Technology Mission Directorate, is managed at NASA's Armstrong Flight Research Center at Edwards, California. NASA's Ames Research Center at Moffett Field, California, manages the solicitation and selection of technologies to be tested and demonstrated on commercial flight vehicles. H.E.A.R Me Out Listens to Needs of Hearing Impaired

A new organization launches this week to provide comprehensive information and services available to Colorado’s hearing impaired community.

Denver, CO (PRWEB) July 11, 2014

H.E.A.R Me Out Listens to Needs of Hearing Impaired

A new organization launches this week to provide comprehensive information and services available to Colorado’s hearing impaired community. Reaching almost half a million Coloradoans with hearing loss, this organization is the first of its kind to provide all encompassing information of the local and state resources that aims to give new hope to the deaf and hearing impaired.

H.E.A.R. Me Out and its website was founded by Colorado native Darnell Parks, who was born completely deaf in his right ear with profound hearing loss in his left. Parks recognized a significant gap that needed to be filled in the hearing loss community.

The website offers a wealth of resources and information geared toward various audiences. H.E.A.R. Me Out’s online audience includes the deaf and hard of hearing, spouses, family members and friends of those that are deaf and hard of hearing. It includes individuals who simply wish to learn more about the hearing loss culture. The organization has plans in the near future to help train employers and businesses with creative and technological solutions to better serve the needs of hearing impaired employees.

The reality hit Parks hard a few years ago when he was applying for an IT job that required a high amount of work on the phone. Both the company and Parks wanted him to have the job, but both realized that neither of them knew how to solve phone issue so he ended up being passed over for the job.

“What I recognized is that even though hearing loss is the number one disability in the world, there is a major lack of awareness for available technologies that people can use. More importantly from my own experiences, I recognized that there was a lack of understanding for how to facilitate better communication with the deaf and hard of hearing in work environments,” Parks says.

According to the Colorado Commission for the Deaf and Hard of Hearing, it is estimated that 8.6 percent of the population (or 446,132) people in Colorado are deaf or suffer from hearing loss. Many are unemployed or working jobs they’re overqualified for. Additionally, according to The Hearing Journal (Feb. 2013), individuals with a hearing loss earn on average 25% less than their normal hearing counterparts.

In addition to the website, the organization is working to get the funding to have trainers available to go into workplaces and teach both the technology and practical aspects of how to work around any hearing issues.

Natasha Turner, who was Parks’ elementary school teacher and mentor, is on H.E.A.R. Me Out’s board of directors. Today, she's the EDU/ECE Department Chair for the Community College of Aurora. She says statistics like those above prove services like H.E.A.R. Me Out’s are needed desperately here in Colorado.

“Getting employers to understand how to recruit and retain people with a hearing loss is critical. H.E.A.R Me Out says, ‘before you judge me and write me off as a potential employee, hear me out,” says Turner. “Employers need to learn how they can bring employees with hearing loss into the workplace and get a great worker with some fairly easy modifications.”

“Many agencies that provide services for the deaf and hard of hearing work primarily with school age constituents or a multitude of different disabilities; thus their resources are split among the various groups. H.E.A.R Me Out focuses primarily on helping adults with hearing loss get services that they previously didn’t even know was available that can change the quality of their lives,” Parks says.

Despite his profound hearing loss, Parks is also a music producer and audio engineer. He has musically produced an album called “Beautiful Chaos” that he hopes will help to raise funds for the organization. “Beautiful Chaos” is a 13 track spoken word musical journey that combines the arts of poetry and music in song written formats. It fuses jazz, soul, and blues with funky hip hop styles of music. Parks hopes the project will serve as an inspiration for those with hearing loss or other disabilities. He believes that anyone with aspirations should continue chasing their dreams and goals and overcome any physical limitations they may have.

Parks is available to for interviews about H.E.A.R. Me Out, his personal story that led him to develop the organization, and how people with hearing issues can use its services. You can also check out the website at: H.E.A.R. Me Out.

Hobby Lobby Wants To Control Which Bathroom A Transgender Woman Can Use, Too

Meggan Sommerville
In the days after the Supreme Court handed Hobby Lobby a sweeping victory in its fight to not provide employee health insurance that covers certain kinds of birth control, many customers came into the store in Aurora, Illinois, where Meggan Sommerville works, and offered their congratulations.

Hobby Lobby is a chain of craft stores whose founder says he tries to run the company in accordance with his Christian principles. Sommerville has worked there for 16 years. She loves her job and the store, which she said pays a good wage and carries supplies that she’s used for many of her own crafting projects.

Still, the congratulations from customers were hard to swallow. "I'd smile and nod and say, 'Yes, it's a victory for the company,' and then I'd push my real feelings down and not think about it anymore."

Sommerville is a transgender woman, and back in 2011, she filed a complaint against Hobby Lobby with the Illinois Department of Human Rights after the company refused to allow her to use the women's bathroom either as a customer or an employee.

She was never given an explanation. But Sommerville said she sees a connection with Hobby Lobby's argument that Christian principles should excuse it from covering some contraceptives.

"I don't believe that any company has the right to deny access to appropriate medical care, same as the reason why I don't believe that they have the right to deny me access to the washroom," she said in a recent phone call with The Huffington Post. "No company has the right to dictate what is decided between me and my doctor."

Sommerville transitioned to living as a woman in 2010. For the most part, colleagues and management were supportive, trying their best to use her new name and the right pronoun. That summer, she formally changed her name in court and received a new Social Security card and driver's license. A month later, Hobby Lobby provided her with a new name tag that finally matched how she saw herself.

But management refused to budge on one issue: They insisted that Sommerville continue to use the men's restroom. According to Sommerville, she was told she would only be allowed to use the women's restroom if she provided proof that she had undergone genital reconstructive surgery. Neither the state of Illinois nor the federal government require this surgery for a person to legally change his or her gender.

"I was devastated," Sommerville said. "I just want to be treated like all the other women. To do anything else diminishes who I am in the eyes of customers and employees."

Going to the bathroom became an embarrassing ordeal, where she was constantly worried about outing herself to customers or colleagues who didn't know her history. "There have been a few times when a customer has come in and I have essentially been trapped in the stall while I wait for the person to leave," she said. "The stories of trans women that have come under attack are always on my mind when I am forced to use the men's room. At the very least, I don't want to make a scene."

Sommerville's human rights complaint alleges that the company discriminated against her and "subjected her to unequal terms and conditions due to her gender identity." Through a representative, Hobby Lobby declined to comment on her case, which is still awaiting a ruling from the Illinois Human Rights Commission.

Hobby Lobby has not argued that religious principles influenced its refusal to allow Sommerville to use the women's bathroom. But her lawyer, Jacob Meister, pointed to a recent Salon.com article on how Hobby Lobby, its executives and affiliated companies are pouring millions of dollars into organizations and causes that seek to advance conservative Christian values and oppose lesbian, gay, bisexual and transgender rights.

"I think the facts speak for themselves. Hobby Lobby has very actively sought to impose what it believes the law should be wherever possible, and it has thrown a lot of money behind these efforts," Meister said.

"I have absolutely no possible explanation for why they would so flagrantly ignore what's very clear in Illinois law," Meister continued. "Meggan is a female, she's been full-time for many years, and they will not allow her to use the women's restroom, which is something that is afforded to every female employee that they have except for Meggan, every female customer they have except for transgender folk."

In the weeks since the Supreme Court's June 30 ruling in Burwell v. Hobby Lobby Stores, LGBT advocates and legal experts have picked over Justice Samuel Alito Jr.'s majority opinion, trying to gauge whether it gives corporations or institutions with religious affiliations carte blanche to discriminate against LGBT individuals.

Ilona Turner, legal director at the Transgender Law Center, said she thinks that it does not. Still, she said, "I could imagine that employers will attempt nonetheless to try to push the boundaries of that decision, to argue that their religious values give them a right to discriminate."

Sommerville's issue is one of the most common faced by transgender people in the workplace, Turner said. While religion is not often mentioned explicitly in connection with lawsuits arising from similar scenarios, it is often "in the background," she said.

Last year, California passed a law allowing transgender students to use facilities and participate in programs in accordance with their gender identity. That has fueled fears among conservative Christian groups that the rest of the states would soon follow.

After Phoenix, Arizona, passed a similar law in February 2013, Joseph LaRue, a lawyer with the Alliance Defending Freedom, a national Christian legal organization, wrote a blog post calling the measure "appalling" and arguing that it "provided voyeurs and other sexual predators easy access to the places where children and women are most vulnerable." According to Salon, the Alliance Defending Freedom is one of the groups heavily funded by Hobby Lobby profits.

Sommerville, a Christian herself, hopes that her human rights complaint may help change the culture at Hobby Lobby, at least on this particular issue. "I think any time somebody stands up for their rights to be respected, to be treated equally, it can make a change." Reported by Huffington Post 13 hours ago.

Dude’s Brews Launches Two New “One-of-a-Kind” Craft Beers after Six Months of Extensive R&D, Market Testing and Kick-ass Brand Design

Dude’s Brews LLC, a Denver-based brewery, announced today it has now brought three new craft beers to market in less than nine months, with three more planned by the end of the year.

Aurora, CO (PRWEB) July 11, 2014

Dude’s Brews has launched two new craft beer categories. Leaves of Lemongrass and Riot Red Rye Ale are available today at Dad & Dude’s Breweria® in Aurora, and available August 1st in select restaurants and liquor stores. Dude’s Brews has now brought three new craft beers to market in less than nine months, with three more planned by the end of the year.

The new craft beers are:· Dank IPA®—an India Pale Ale, currently the most popular style of craft beer in America
· Leaves of Lemongrass—a light-bodied, Belgian-style Witbier, brewed with lemongrass, coriander and orange peel
· Riot Red Rye Ale—spicy red ale brewed with rye and infused with Lampong peppercorns from Indonesia

Like all of Dude’s Brews craft beers, Dank IPA®, Leaves of Lemongrass and Riot Red Rye Ale are exclusively made with native Colorado grains, giving Dude’s Brews a flavor that is unique in the craft beer market.

The new offerings cap off a hopping nine months that have seen six significant milestones:

· Successful fundraising efforts to the tune of $770,000 raised to date
· Praise for Dude’s Brews’ beers with eight medals won in national competition
· New, edgy beer can designs
· Substantial production expansion
· Increased distribution
· Key staff additions

Successful Fundraising

In April, Dad & Dude’s International, Inc. (DDI), the holding company for Dude’s Brews, completed its first and second funding rounds totaling $600,000, and to date has raised $770,000. The funding for the Brewery is being used for:

· Introduction of five new categories of craft beer into the Colorado market by the end of 2014: Leaves of Lemongrass and Riot Red Rye Ale, just introduced, and three currently in R&D by year’s end
· Scaling up Dude’s Brews operations by expanding its craft beer output, hiring two outside sales reps and other sales and marketing initiatives

Praise for Dude’s Brews’ Craft Beers

Dude’s Brews’ craft beers have been awarded eight medals this year. Five medals came from All About Beer Magazine’s World Beer Championships: Dude’s Brews’ flagship craft beer Dank IPA® won a silver; and Sleep When I’m Dead, Shot in the Dark Belgian Strong, Fathom, and Marilyn Belgian Blonde won bronze.

At the New York International Beer Competition, Dank IPA® and Liquid Resume Pale Ale won silver medals, while Toffee Porter won bronze.

Dude’s Brews was honored among hundreds of international breweries who entered the competitions.

Edgy New Look

There is a new look for Dude’s Brews’ canned craft beers. Zenman Ad Agency in Denver helped to develop the design and branding for the cans for Dank IPA®, Leaves of Lemongrass and Riot Red Rye Ale. The edgy new design captures the rebellious spirit of Dude’s Brews’ owner and founder Mason “Dude” Hembree, who quit his corporate job to follow his dream of opening a brewpub with his father.

Notable Production Expansion

In order to keep up with the demand for Dank IPA®, Dude’s Brews began “alternating proprietorship” (an industry term for sharing and alternating production within a brewery) with Rockyard Brewery, an established 15-year-old brewery in Castle Rock, Colorado. This partnership allows Dude’s Brews to expand its production capabilities to an additional 2600 barrels per year per craft beer.

Partnering with Rockyard Brewery comes with the additional benefit of Brew Master Jim Stinson, known in the industry for his expansive knowledge of processes and ingredients. Stinson has been with Rockyard for 12 years. Rockyard also utilizes a state-of-the-art BrauKon brewing system, and has ample space to expand their production capabilities in the future.

Rockyard Brewery will be helping to produce Dank IPA®, as well as Leaves of Lemongrass and Riot Red Rye Ale. In addition, they will also produce our remaining three beers as they come online.

Increased Distribution

Dude’s Brews’ craft beers are now in 140 liquor stores and restaurants. Additionally, the company has hired two of its own sales representatives to introduce products into further restaurants and liquor stores.

Dude’s Brews recently partnered with Republic National Distribution Company, which will enable distribution of Dank IPA®, Leaves of Lemongrass and Riot Red Rye Ale—plus three more craft beer creations by the end of the year—outside the state of Colorado. RNDC is the second-largest alcoholic beverage distributor in America, and distributes to 26 states. RNDC’s distribution list includes well-known heavy-hitters like Red Bull, Jäger and Shiner.

Key Staff Additions

New key staff has been added to Dude’s Brews who will help keep the expansion on track to the highest level of quality and creativity available. Brian Connery came onboard as Director, Brewery Operations in December 2013. Bill Eye has joined the team as Director, Quality Control, and will also serve on the Board of Advisors.

Brian Connery brings with him over 14 years of experience with some of the top craft breweries in the United States, including Dogfish Head Craft Brewery, New Belgium Brewing Company and Boulder Beer Company. He has won a total of 13 awards for his unique craft beers, including two gold and one silver and the Great American Beer Festival, and one silver at the World Beer Cup. His expertise in developing unique, popular craft brews will allow Dude’s Brews to bring an ongoing supply of one-of-a-kind craft brews to the market; we will put that expertise to immediate use in developing the five new craft beers for Republic National.

Bill Eye has earned rave accolades and a devout following in the Colorado craft brew scene over his 17-year career. Mr. Eye’s star-studded resume includes brewing with such heavy weight breweries as C.B. & Potts, Dry Dock Brewery and Prost Brewery, where he was also a co-founder. He has 33 medals for craft brewing, 12 of them coming from the most prestigious national beer competition “The Great American Beer Festival,” where Eye won “The Brew Master of the Year” in 2009.

“Growth has been fantastic on many fronts, and the support and appreciation from investors, customers and the craft beer world has been astounding,” said Dude’s Brews co-founder and CEO Thomas Hembree. “The fact that we’ve been able to launch three craft beers in nine months, coupled with a redesign for the brand, is unprecedented in the craft beer business. Add to that our expanded production through Rockyard Brewery, our capable new staff and our distribution successes, and it’s been a very successful year thus far.”

On planned expansion of production and distribution, Hembree says, “Rockyard Brewery is outstanding, and they’re a great partner to help us fulfill the increasing demand for our products. With Rockyard onboard, we’ll be able to continue expanding our reach.”

Dude’s Brews Director, Brian Connery, says the best part of working with Rockyard Brewery is the opportunity to work with their Brew Master Jim Stinson. “They make excellent beer,” says Brian, “and it has a lot to do with Jim: his experience, his education, his general knowledge of brewing process, as well as the ingredients and what they do and how to get what you want.”

Hembree adds, “Part of the expansion process we’re working on includes out-of-state distribution. We’re currently working with Republic National to go beyond the Colorado market with Dank IPA® and our new beers, Leaves of Lemongrass and Riot Red Rye Ale. As part of our agreement, we’ll add three additional new craft beers in the next six months.”

Scott Klug, Beer Division Manager at Republic National Distribution Company, when asked why he courted Dude’s Brews, says, “First and foremost, they just make good beers. And I love the energy of both Mason and Tom, the excitement that they have in their own product and in their restaurant and what they see themselves doing in the future.” Klug says that after a senior company member met Mason Hembree, the senior member told Klug to “Hold onto that guy! We’re going to ride his coattails on the way to success.”

On the new key staff additions, Hembree says, “Brian Connery is an extremely talented guy, with 14 years of craft brewing experience in just about every aspect of production. The increase of quality of our beer has been very noticeable since he came aboard, not just by us but by our customers. He has brought the quality of our beers and recipes to a higher grade level, and has been able to increase efficiencies in the brewing operations. He’s been able to make us a better brewing company, period.”

Hembree says, “Bill Eye is a legend in the Denver brewing community, so when we had an opportunity to have him as a part of our team, we jumped at it, no questions. He’s been bringing sensitivity testing to the brewery, where we get a bunch of brewers in to taste our beers, give us feedback and help us improve our current beers and our understanding of how to improve future beers.”

“Dude’s Brews is in fantastic hands, on track, and ahead of schedule,” Hembree said.

This Unknown Lab In Idaho Is The US' Best Defense Against Cyber-Attacks

$

This Unknown Lab In Idaho Is The US' Best Defense Against Cyber-Attacks In the high desert some 50 miles west of Idaho Falls, the terrain is so rugged that the vehicle in which your correspondent was touring the facilities at Idaho National Laboratory (INL) ended up with two shredded tyres.

Originally set up in the 1940s to test naval artillery, the high-security government lab now worries about weapons of a different kind.

Some of its elite engineers help protect power grids, telecoms networks and other critical infrastructure in America against cyber-attacks and other threats.

The lab boasts its own 61-mile (98km) electrical grid and seven substations. It also has a wireless network and an explosives test bed. These can all be used by government agencies and businesses to run experiments that would be hard or impossible to conduct in an operational setting. "There are not many places in the world where you can crash a power system without incident," says Ron Fisher, who oversees the Department of Homeland Security's programme office at the lab.

The tour covers the site of a 2006 experiment that subsequently got a lot of attention. Known as the Aurora test, it demonstrated how it was possible to launch a cyber-attack on a big diesel generator by exploiting a weakness in a supervisory control and data acquisition (SCADA) system. Such systems are used to monitor and control physical equipment in everything from power stations to water-treatment plants. In a video of the attack on YouTube, bits can be seen flying off the generator, followed by black smoke.

Teams from the INL and other engineers have since been advising utilities on how to secure SCADA systems. Many of these were designed to work in obscurity on closed networks, so have only lightweight security defences. But utilities and other companies have been hooking them up to the web in order to improve efficiency. This has made them visible to search engines such as SHODAN, which trawls the internet looking for devices that have been connected to it. SHODAN was designed for security researchers, but a malicious hacker could use it to find a target.

The worry is that a terrorist may break into a control system and use it to bring down a power grid or damage an oil pipeline. This is much harder to do than it sounds, which explains why so far America has seen no power outages triggered by a cyber-attack. Squirrels and fallen branches have done more damage.

Nevertheless, the case of Stuxnet shows what is possible. In 2010 the malicious code was used to attack the system that controlled centrifuges for enriching uranium at Iran's nuclear facility in Natanz, causing them to spin out of control. To pull this off, however, the masterminds behind Stuxnet had to find a way to smuggle the code into the facility, possibly on a USB stick, because the system had been kept isolated from the internet.

As more control systems are connected to the web, more vulnerabilities will inevitably appear. Already security researchers are discovering flaws in things such as communications protocols that govern the flow of data between utilities' SCADA systems and the remote substations they control. Hence talk about defence-in-depth strategies, which ensure that vital areas are covered by a number of back-up systems. Multiple bulwarks greatly increase the cost of security, but that may be a price the companies have to pay.

CalPERS Former CEO Admits to Fraud and Bags of Cash The $288 billion California Public Employees’ Retirement System was rocked on July 10 when it was learned that former CEO Federico Buenrostro had cut a plea bargain with the Justice Department to turn “state’s evidence” regarding steering $14 million in placement fees to former board member Alfred Villalobos in exchange for cash bribes and gifts.

Buenrostro led America’s largest pension fund from 2002 to 2008.  He entered a guilty plea in the Federal District Court of San Francisco on July 11 for taking bribes from Alfred Villalobos, an ex-CalPERS board member, to broker a $3 billion CalPERS investment in Apollo Global Management LLC private equity funds.  Both Buenrostro and Villalobos were indicted on March 18^th.

There was no law that forbids Villalobos from collecting $48 million commission from Apollo, as long as he, as placement agent, disclosed the fee to CalPERS as the customer.  It was determined by prosecutors that Villalobos lied to Apollo about having disclosed the fee to CalPERS.

Villalobos actually pocketed a total of $58 million, because he also allegedly pushed CalPERS into deals on behalf of four additional clients: Relational, CIM Ares, and Aurora Capital. Buenrostro allegedly aided and abetted all of the placements by waiving the CalPERS requirement that Villalobos be a registered with the SEC as a broker-dealer.

Villalobos and Buenrostro also allegedly partnered with Charles Valdes, a CalPERS board member and chairman of the investment committee. Valdes allegedly received illegal political donations from Villalobos’ firm for agreeing to waive certain restrictions on the types and amounts of investments that CalPERS could buy from Villalobos.

The waivers for two deals were allegedly written on falsified CalPERS letterhead and dated after Buenrostro was no longer was with CalPERS. Valdes and unnamed others also allegedly received undisclosed gifts and flights on private jets.

According to the Sacramento Bee, Buenrostro apparently confessed to years of corruption, and that as chief executive of CalPERS he accepted a total of $200,000 in cash in a series of bribes for influencing billions of dollars in pension fund investment decisions.

Buenrostro stated in his plea deal that Villalobos first plied him with casino chips and a trip around the world.  He then paid Buenrostro in three cash installments. “The first two payments were made in paper bags.  The last installment came in a shoebox. The handoffs all came at a Sacramento hotel near the Capitol.”  To avoid detection by banking authorities, “Villalobos told me to be sure to ‘shuffle’ the currency before making any deposit, as the bills were new and appeared to be in sequential order.”

Buenrostro resigned from CalPERS to take a high-paying job with Villalobos’ investment firm.  He admitted that while at the firm, he created phony documents to ensure that Villalobos earned multimillion-dollar fees representing a Wall Street private equity firms seeking CalPERS investments.

The California state attorney general filed suit in 2010 and the SEC lodged a separate complaint in 2012. The Mercury News reported that Villalobos’ frozen assets included: “20 bank accounts, two Bentleys, two BMWs, a Hummer, art worth more than $2.7 million and 14 properties in California, Nevada and Hawaii.”

CalPERS latest press release states: “We condemn the misconduct and ethical breaches admitted today by Mr. Buenrostro. The violation of the sacred trust of our members, employers, and the public can’t be tolerated, and that trust must never be compromised.”

Yet questionable decision-making by California public employee pension plans suffered so many pay-to-play allegations that in 1997 the State Legislature passed a law barring such payments. Even so, CalPERS board member Kathleen Connell took the matter to court and won, because “the law made it harder for incumbents than their challengers to raise campaign money.”

The corruption charges against Buenrostro and Villalobos are similar to those filed in a nationwide pay-to-play scandal that involved public employee pensions in other states.

Harry Johnstone, aged 19, was one of three Senior Category winners thanks to his composition Dis-Pulsed, while 17-year-old Harry Castle and 16-year-old Robert Durnin made up two thirds of the successful Junior Category with La Trahison des Images and Study in Anarchy respectively.

Now in its 16th year, the BBC Proms Inspire scheme is for budding composers aged 12 to 18 who want to write their own music. It provides them with a friendly environment to share ideas, participate in workshops, meet other young composers and develop their creativity. The Young Composers’ competition offers winners an unrivalled opportunity to have their music played by professional musicians at the BBC Proms and broadcast on BBC Radio 3. Each composer also receives a BBC commission.

On winning his award, Harry Johnstone said: ‘I have always loved composing my own music, but the BBC Inspire competition has motivated me to make composition a key part of my career. I am very excited to hear my piece being performed by a professional ensemble.’

Harry Castle added: ‘I am absolutely delighted to have been selected as one of this year's winners. I have always looked up to the people who have won the competition in the past, and it seems a bit surreal now that I am one of them! I'm very excited about the opportunities the competition brings and I'm really looking forward to hearing my piece at the proms.’

All three composers will have their pieces performed by the Aurora Orchestra, conducted by Nicholas Collon, at the Proms Plus Inspire concert at the Royal College of Music on Wednesday 20 August at 5pm. Their works will also be broadcast in a special programme on Radio 3 on Monday 25 August.
